TC - Item 3A - Draft Citywide Engineering and Traffic SurveyROSEMEAD TRAFFIC COMMISSION STAFF REPORT TO: TRAFFIC COMMISSION FROM: CHRIS MARCARELLO, PUBLIC WORKS DIRECTOR DATE: MARCH 7, 2013 SUBJECT: DRAFT CITYWIDE ENGINEERING AND TRAFFIC SURVEY SUMMARY The California Vehicle Code requires that the City conduct a citywide speed analysis (Engineering and Traffic Survey) of local streets every seven (7) years. This requirement helps to ensure the proper posting of speed limits and also enables the Sheriffs Department to utilize radar or other electronic speed measuring devices for speed enforcement efforts. To meet this requirement, staff coordinated an analysis to evaluate the existing speed zones within the City of Rosemead. At its February meeting, the Commission reviewed the Engineering and Traffic Survey and asked for an additional review of 5 local streets. This information is summarized for your review. Staff Recommendation It is recommended that the Traffic Commission: 1. Review and approve the draft Citywide Engineering and Traffic Survey establishing speed limit zones; and 2. Recommend approval of the Engineering and Traffic Survey to the City Council. DISCUSSION The California Vehicle Code (CVC) establishes certain speed limits based on specific criteria. These are called prima facie speed limits. A blanket speed limit of 15 mph is established on all alleys, blind intersections, and at blind railroad crossings. The 25 mph speed limit may be established under the following conditions: 1) On any business or residential district; 2) At school zones, when children are present, and; 3) In senior zones. The California Department of Transportation requires that the criteria set forth in the California Manual on Uniform Traffic Control Devices (CA MUTCD) be utilized in the establishment of speed limits. This manual requires that a speed limit be set closest to the 85 percentile speeds. The 85 percentile speed is the speed at or below which 85% of the traffic travels. This threshold represents what is historically found to be a safe and reasonable speed for most drivers based on common roadway conditions. Based on data collected in an engineering and traffic survey, a speed limit is established at the nearest 5- mile per hour increment to the 85 percentile speed. The CA MUTCD does allow for certain conditions to warrant lower speeds, if necessary. In reviewing speed zones and making recommendations, several criteria is considered, including the 85 percentile of Traffic Commission Meeting March 7, 2013 Pape 2 of 3 existing speed conditions, accident history, roadway conditions, pedestrian activity, and speed limits in neighboring jurisdictions. A copy of the Engineering and Traffic Survey is included with this report. The report was completed under the direction of a licensed traffic engineer and includes a significant amount of data collection including speed sampling, a review of accident histories, roadway conditions, traffic characteristics and land use. Based on a review of this information, the survey includes the recommendation of reducing speeds on 4 of the streets surveyed as follows: The survey indicated that each of these street segments was recommended for a decreased speed based on 85 percentile speed threshold levels. At its February meeting, the Traffic Commission asked for the additional review of 5 local streets. Submitted by: Chris Marcarello Director of Public Works Attachments: 1- Draft Citywide Radar Speed Survey speed violations are actually violations of the basic speed law (Section 22350 of California Vehicle Code). This statute states that a person shall not drive a vehicle at a speed greater than is safe having regard for traffic, roadway, and weather conditions. A prima facie limit is intended to establish a maximum safe speed under normal conditions. Table 1 identifies the street segments with recommended changes in posted speed limits and Table 2 summarizes the recommendations for all surveyed segments.
