CITY OF ROSEMEAD ROSEMEAD, CALIFORNIA PLANNING COMMISSION Minutes of January 16, 1961 A regular meeting of the Planning Commission of the City of Rosemead was held in the Council Chambers, 3954 North - rie meeting was called to order by Chairman Wilt at 8:04 o'clock p.m. 1. The Pledge of Allegiance was led by Commissioner Buchanan. 2. Present: Commissioners: Buchanan, K-z, Lie "rg, Weardon, 'i : 1 i t. Absent: Commissioners: Casares, McCaffree. Ex officio: Boyko, Flanery, Pederson Phillips. Commissioner McCaffree arrived at 8_ p.m. '}. APPROVAL OF MINUTES. A. Commissioner Kunz stated that on page 1, item 3A, para. 2, last line should read "expressing" instead of "explaining ". 0. Commissioner Lieberg stated that on page 3, line 3, MO= should read as follows: It was moved by Lieberg, second by McCaffree, that after contacting Mr. Clark and the Road Department and obtaining from each assurance that the pro- perty and road respectively have been returnod to the con- dition that existed prior to the granting of Z.E.C. No. 2 by this Commission, the Secretary is authorized to advise the City Council that the conditions requiring a bond be provided by Humble Oil Company has been mat and the Planning Commission recommends release of Humble Oil Company of said bond requirement, C. Commissioner Lieberg stated that on page 2, para. 7, line 13, the word "map" should be inserted after tentative tract. Commmissioner Casares arrived at 8 :09 o'clock p.m. . D. Commissioner Kunz stated that on page 1, item A. para. 1, last line should have the words "the Commission" inserted after the words "would like ". E. Attorney Boyko stated that item "A4" should be 11 311". It was moved by McCaffree, second by Buchanan and unani- mously carried that the minutes of January 3, 1961 be approved as corrected. OLD BUSINESS 4. ZEC N0. 6 - RINKER DEVELOPMENT (Service Station at Glandan Clay and Rosemead Blvd.) Secretar Pederson read the letter in full from Everett Mansur, Planning Consultant, regarding ZEC No. 6. Mr. Mansur's letter concluded "that he found no evidence to Justify a reversal of the actions taken by the Planning Commission and the City Council several months ago re- garding this case ". Mr. Edward Till, 145 North Painter Ave., Whittier, repro - stinting Rinker Development stated that there has been o change in personnel on the Planning Commission since the last time this ZEC came before the Commission, and thoro- fore would like to have a rehearing.• Attorney Boyko referred to Section 662 of the Zoning Ordi- nance as to proper procedure that the Planning Commission may follow: .1= i� 1. Without further hearing grant this Zone Exception, 2. Set matter for hearing again. 3. Refer back to City Council with a recommendation. It was moved by Lieber g, second by Kunz, that the Secretary advise the City Council that the Planning Commission has obtained the advice of the Planning Consultant as requested and upon review of this advice the Commission reaffirms the original findings in this case. tail call vote was as followss Ayess Buchanan, Kunz, 'Llebarg, McCaffree, Wilt. mess Casares. Attorney Boyko stated that thlo is not a denial by the Commission, but simply a recommndation that will go back before the City Council. go ZEC Mo. 10 - LLOYD COX (29 Unit Apartment Development-ca Rosemead Blvd.) Secretary Pederson reported that we have a memorandum from the Traffic Commission regarding this items The Traffic Commission recommended that this proposed drivemy have a 25' driveway apron and the driveway be tapered from the northwest corner of the building to meet this wider apron. This will provide storage for one car in the drive- my area and reduce the hazard on Rosemead Blvd.. Or. Lloyd Cox 8020 Second Street, Downey, applicant and' Mr. Me er, builder for applicant, presented the revised'', plot plan for 29 units showing covered carports. Lleberg stated that lb carports in the distance of Ilya aoemed to be very close quarters, Chairman W i l t asked where guests would park In case oG'Ct> Ing was prohibited on Rosemead Blvd., as may eventua be the case. The Commission asked the,Attorney to.state the CommiooPealo authority to revise this plon. Attorney Boyko stated that,the revised plot plan as sulk spitted is part of the Z.E.C. and the Commission may either, approve as is, or add suitable conditions. The Planning Commission may require a higher ratio,of parking spaces.,. .if it is within reason.
