Stephanie Wiggins — Executive Officer of Metro gave a brief overview and PowerPoint presentation regarding the express lanes on the 1 -10 freeway. Presentation is available in the City Clerk's Office during regular business hours. Ron Esquivel — stated that frequent express lane drivers that do not use carpool lanes at least four times a month, will be charged a maintenance fee. He also stated that if people do not credit card to pay, they will be required to pay a higher fee. Brian Lewin — suggested an increase of proper signage on carpool Ms. Wiggins — stated that the maintenance fee was standard not pay with credit card are charged $10 more for a depositor Council Member Clark asked how Metro responds to freeways and they are now being charged. Chancela AI- Mansour - Executive Director of the Housing Rights Center thanked the City Council for the ongoing support and the ability to work with City staff. Helen Nazarian representative of Santa Anita Family Services stated they have been providing counseling services to the Rosemead community and hopes to continue those services. &, Norene Rand - representative of People for People thanked the City Coygftr their support. Rosemead Housing Development Corporation and City Council Joint Meeting Minutes of February 12, 2013 Page 4 of 7 Sidewalk, Curb and Gutter Replacement Project— Rejection of Bids As a part of the City's Fiscal Year 2012 -13 Capital Improvement Program, the City Council approved the "Sidewalk, Curb, and Gutter Replacement Project', which consists of the repair and replacement of sidewalk, curb and gutter in various locations throughout the City. This project is aimed at increasing pedestrian safety, improving compliance with the Americans with Disabilities Act (ADA) and is funded through gas tax monies. On February 6, 2013, bids were received and reviewed for the project. Recommendation: That the City Council reject all staff to readvertise the project for bid. Director of Parks creafio avid Montgomery-Scott reviewed the staff report and presented a PowerPoint presenta t posed draft for the Jay Imperial Park. City Manager Allred clarifi9d that speeding issues were going to be addressed near the proposed park area. Mayor Pro Tem Low asked about the cost maintenance of the park per year. Director of Parks and Recreation Montgomery-Scott replied that the maintenance for the park would be tens of thousands of dollars for the contractor to trim and landscape the area. Director of Parks and Recreation Montgomery-Scoff stated that the skateboard area would need a designated concrete area if installed. He added that residents have expressed a desire for a dog park. Council Member Clark asked what Southern California Edison thought about a dog park. Director of Parks and Recreation Montgomery-Scott replied that EDI Media had been responsive on the issues that arise during the past Lunar New Year Festivals. MayorArmenta thanked Mayor Pro Tern Low for conducting the last meeting of January in her absence. She reported she had attended the U.S. Conference of Mayors and met with U.S Secretaries and discussed housing and economic development issues in California. 7.
