OB - Item 2E - Review of Project and Contract for Rosemead Community Recreation Center ExpansionROSEMEAD SUCCESSOR AGENCY STAFF REPORT TO: THE HONORABLE CHAIR AND BOARD MEMBERS FROM: MATTHEW HAWKESWORTH, ASSISTANT CITY MANAGER DATE: JUNE 12. 2013 SUBJECT: REVIEW OF PROJECT AND CONTRACT — ROSEMEAD COMMUNITY RECREATION CENTER EXPANSION SUMMARY As a part of July 2010 tax increment bond issuance by the former Redevelopment Agency, the City included funding for a project to renovate and expand the Rosemead Community Recreation Center. Work on the Community Center has commenced in phases. In Fiscal Year 2012 -13, the roof and HVAC systems were upgraded and replaced through a federal energy efficiency grant. In June 2013, work began on interior renovations and modernizations to the building that was constructed in 1976. These interior renovations are being funded through a grant from Los Angeles County. The third phase of this project would be the upgrade of the existing fagade as well as the construction of a nearly 3,000 square foot annex. At this time, staff desires to complete preliminary design work through the use of consultants. Staff Recommendation It is recommended that the Oversight Board approve Resolution 2013 -07 confirming the use of CEJ Engineers for preliminary engineering services for the Rosemead Community Center Expansion Project. DISCUSSION The construction of a facility requires many elements of preliminary engineering including the preparation of grading plans, erosion control plans, and Storm Water Pollution Prevention Plans. Staff intends to approve a proposal from CEJ Engineers, Inc. for $5,800.00 to complete the preparation of all mentioned plans. Staff is requesting authorization for a not to exceed amount of $7,000.00 to account for any changes in the scope of work or unforeseen circumstances. CEJ Engineers has a contract with the City for on -call professional engineering services, against which this proposal would be drawn. CEJ Engineers has completed many projects for the City of Rosemead, including work on Phases I & II of the parking lot project. M NO. New Green Code Requirements Per our meeting held on April 23, 2013, CEJ will provide the following as described below: a) Prepare a Storm Water Pollution Prevention Plan ( SWPPP). The SWPPP shall address the following; Project Risk Level, temporary BMP, Permanent BMP, Erosion Control Plans. Since the project disturbed area is less than 1 acre, a Notice of internet will not be necessary. b) Erosion Control plans for construction within the rainy season. Erosion Control Plans will include all required Temporary BMPS as mandated by the California State Water Resources Control Board and Caltrans (CASQA). Fee for this task (a and b) _ $ 4,200 2. Cost City of Rosemead Proposal for RCRC Project Pg 2 RESOLUTION: 2013 -0007 A RESOLUTION OF THE OVERSIGHT BOARD FOR THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION CONFIRMING THE SELECTION OF CEJ ENGINEERS FOR THE PRELIMINARY ENGINEERING WORK OF THE ROSEMEAD COMMUNITY CENTER EXPANSION WHEREAS, the Rosemead Successor Agency received the Finding of Completion on April 18, 2013 from the Department of Finance; and WHEREAS, the Finding Completion states that the Rosemead Successor Agency may utilize proceeds derived from bonds issued prior to January 1, 2011 in a manner consistent with the original bond covenants per Health and Safety Code section 34191.4(c); and WHEREAS, the Rosemead Successor Agency is holding approximately $7.1 million in bond proceeds derived from bonds issued prior to January 1, 2011 for Capital Improvement Projects identified in the bond covenants; and WHEREAS, the Rosemead Successor Agency will be required to provide oversight of the completion of the Capital Improvement Projects to ensure compliance with the bond covenants; and WHEREAS, the approved Capital Improvement Projects have been included on each Recognized Obligation Payment Schedule filed by the Rosemead Successor Agency; and NOW THEREFORE, THE OVERSIGHT BOARD FOR THE SUCCESSOR AGENCY TO ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION HEREBY RESOLVES: 1. The Rosemead Successor Agency Oversight Board confirms the City's staff decision to award a contract to CEJ Engineers for the preliminary engineering work related to the expansion of the Rosemead Community Recreation Center 2. The contract with E.C. Construction shall not exceed seven thousand dollars ($7,000.00). If any contract amendments are required in excess of this amount, all such changes shall be brought back to the Oversight Board for review and approval. 3. Successor Agency staff is directed to submit documents to the Department of Finance as necessary, including an amended Recognized Obligation Payment Schedule. 4. Successor Agency staff is directed to provide a copy of this Resolution to the County Auditor - Controller, the State Controller's Office and the State Department of Finance.
