CC - Item 4B - Garvey Park Gymnasium Renovation Project Authorization to BidROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFFRY ALLRED, CITY MANAGER 10A DATE: September 10, 2013 SUBJECT: GARVEY PARK GYMNASIUM RENOVATION PROJECT AUTHORIZATION TO BID SUMMARY At part of the City's Fiscal Year 2013 -14 Capital Improvement Program, City Council approved the Garvey Park Gymnasium Renovations. The project consists of restroom modernization and accessibility and other interior enhancements, window replacements and extensive facade work to architecturally correspond to Splash Zone. Additionally, if allocated funding allows, an amphitheater is proposed to be constructed abutting the west side of the gymnasium. The project is being funded through bond repayment funds and will likely be bid in multiple phases. Staff Recommendation It is recommended that City Council review and provide feedback regarding the proposed design of the Garvey Park Gymnasium Renovations. ANALYSIS The gymnasium renovation project is part of a broader effort at improving Garvey Park. In 2011, the City built the Splash Zone. In 2012, ball field lights were replaced at the park and a Fitness Zone was installed. Earlier this year, a September 11 Memorial was created adjacent to the Public Services Center, and this year's CIP program includes reconstruction of the Duff School ball field in addition to the Garvey Gymnasium project. The Garvey Park Gymnasium Renovations Project consists of interior enhancements, exterior fagade improvements, and construction of an amphitheater. It is believed that the variant nature of each element and potential cost savings warrant phasing the project. Further, as the amphitheater is not part of the initial budgeted project, its construction is contingent on residual funds after other improvements are completed. Phase 1: The first phase of the proposed project includes demolition of existing restrooms and office, updating the restroom facilities to ensure code compliance, accessibility, and improved aesthetics. Lavatories, urinals, and sinks will increase in number with the permanent removal of showers. The existing office will be removed to allow for a larger men's restroom. The existing storage /team room will be reconfigured to accommodate a staff office. It is also anticipated that the interior of the gym will be repainted and the floor refinished as part of this first phase. ITEM NUMBER: City Council Meeting September 10, 2013 Page 2 of 2 Phase 2 The second phase of the gym project will focus on the exterior of the facility. The purpose of exterior improvements will be to create a consistency in appearance with the adjacent Splash Zone. Building paint, roofing material, columns, and cinder block treatments similar to those at the Slash Zone will be used to create a comparable architectural look. Additionally, all existing windows will be replaced with more attractive and energy efficient ones. Phase 3 (If funding allows) If project funding is available following completion of the initial phases, it is proposed that an amphitheater be constructed abutting the west wall of the gymnasium. The amphitheater will replace and expand the existing concrete pad west of the gym to create a stage area and will incorporate the natural slope of the adjacent turf area to form multi- tiered event seating. The amphitheater would improve use of the area for current user groups, summer concerts, and broader community events. Construction of the amphitheater would require removal of one of the existing triad picnic shelters located west of the gymnasium. However, the remaining two triads, four pair, and single large shelter will still accommodate community needs. The proposed three -phase renovations will dramatically improve Garvey Gymnasium's functionality, enhance its appearance and better connect it to the adjacent Splash Zone, and will ensure that restrooms and other interior spaces are code compliant. As indicated, each phase will be bid separately as that is believed to be the most cost effective approach. Interior improvements will be put out to bid late September and exterior improvements by November. Each of these projects is anticipated to be 90 days in duration. Should funding permit it, phase three will be put out to bid sometime during the winter with an anticipated award date in early 2014. PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process. FISCAL IMPACT Funding in the amount of $400,000 from bond repayment monies is included in the Fiscal Year 2013-14C ital Improvement Projects Program for Garvey Park Gymnasium Renovations.
