RMC 9.12.080 — Shopping Carts
Key Provisions
■ Removal. Prohibits the removal of shopping carts from private property.
■ Abandonment. Prohibits the abandonment of shopping carts in the public right
of way or on any private property other than the establishment to which the
cart belongs.
■ Possession. Prohibits the possession of a cart that has been removed from
private property.

Potential Enhancements to
Existing Abatement Services
■ Collection Route - Alter the collection route and times.
■ Utilize City Staff — Due to the repetitive, unskilled nature of the work, it is not
advisable to assign City Staff as the direct party for this function.
■ Create Permit for All Retrieval Companies - Independent, unpermitted cart
retrieval services, sell unauthorized carts to retailers, which results in more carts
returned to the streets.
■ Develop Shopping Cart Collection Zones — Potentially develop zones for
shopping cart retrieval — utilize different contractors for each zone
