Special Meeting
September 24, 2013
The Special Meeting of the Rosemead Community Development Commission and City Council was called to
order by Mayor Low at 5:03 p.m. in the Rosemead City Council Chamber Conference Room located at 8838
East Valley Boulevard, Rosemead, California.
PRESENT: Mayor Low, Mayor Pro Tem Alarcon, Council Members Armenta, Clark, and Ly
ABSENT: None
STAFF PRESENT: City Clerk Molleda
1. INTERVIEW AND APPOINTMENTS OF CANDIDATES TO THE TRAFFIC AND PLANNING
COMMISSIONS
Interviews for the Beautification Committee where in the following order:
Martha Ruvalcaba — 5:03 p.m.
Twan Quach — 5:14 p.m.
Candidates were running late at this time and Council Member Steven Ly made a motion to amend
Administrative Policy 50 -08.
Council Member Steven Ly made a motion, seconded by Council Member Sandra Armenta to amend
Administrative Policy 50.08 to change the number of appointees to six (6) instead of four (4) and to
change the terms to two (2) year staggered terms instead of four (4) year terms. Vote resulted in:
Yes: Alarcon, Armenta, Clark, Low, Ly
No: None
Abstain: None
Absent: None
Mayor Polly Low recessed the meeting at 5:26 p.m. and reconvened the meeting at 5:28 p.m. The interviews
continued in the following order.
Damian Nevarez -5:28 p.m.
Amy Wong — 5:36 p.m.
Monica Yen Chang — 5:43 p.m.
Brian Lewin — 5:52 p.m.

Council Member Steven Ly made a motion, seconded by Council Member Margaret Clark to appoint
Martha Ruvalcaba, Twan Quach, Damian Nevarez, Amy Wong, Monica Yen Chang and Brian Lewin to
the Beautification Committee to two (2) year terms. In addition, the City Council directed the City
Clerk to randomly select the term limit for the new appointees to establish the staggered term policy.
Vote resulted in:
Yes: Alarcon, Armenta, Clark, Low, Ly
No: None
Abstain: None
Absent: None
