REVIEW OF TRAFFIC CONDITIONS AT TEMPLE CITY BOULEVARD AND ELLIS LANE SUMMARY At the Traffic Commission Meeting on November 7, 2013, the Traffic Commission and staff reviewed and discussed the traffic conditions at the intersection of Temple City Boulevard and Ellis Lane. This review was initiated due to concerns that the existing configuration of the intersection results in limited sight visibility and creates safety concerns for motorists. These factors sometimes cause difficulties for vehicles turning from Ellis Lane onto Temple City Boulevard. A traffic engineer surveyed the site for existing conditions and made some recommendations for the Commission's review and discussion. Based on the Commission's review and discussion, staff developed the attached improvement plans for the Commission's review. Staff Recommendation It is recommended that the Traffic Commission review the attached striping plans and provide input to staff. 4. NEW BUSINESS A. DISCUSSION REGARDING COMMERCIAL TOUR BUS AND CASINO BUS OPERATIONS WITHIN ROSEMEAD SUMMARY Recently, the City received an inquiry from the public regarding tour and casino bus operations and loading zones. The inquiry expressed concerns regarding several items, including: • Parking for bus patrons; • Littering /trash disposal adjacent to bus loading areas; • Traffic safety adjacent to bus loading areas; and • Pedestrian safety adjacent to bus loading areas Currently, the City does not have any existing regulations or policies related to bus operations. In researching this issue, it was determined that both Monterey Park and San Gabriel have developed guidelines to address bus traffic in their community (San Gabriel's guidelines are expected to be approved in January 2014). This information is included as an attachment to this report. To summarize, the regulations used in neighboring cities include some of the following provisions: ROSEMEAD TRAFFIC COMMISSION December 7, 2013 • The establishment of designated bus loading zones, • The requirement of bus operators to obtain City business licenses; • The requirement of bus operators to obtain collect and dispose of any litter /trash; Before proceeding with an analysis on this issue, staff would like to obtain input from the Traffic Commission. Any input will be considered and included in a full review at an upcoming Commission meeting. Staff Recommendation It is recommended that the Traffic Commission review and provide input related to bus operations in the City. 5. STAFF REPORTS 6. COMMISSIONER REPORTS 7.
