SUBJECT: INSTALLATION OF RED CURB — 1060 WALUT GROVE AVENUE
SUMMARY
The Traffic Commission received a request from a resident to review traffic conditions and
access to the property at 1060 Walnut Grove Avenue. Residents' complaints describe a
lack of visibility when exiting and entering the property to and from Walnut Grove Avenue
and that the lack of visibility creates hazardous conditions. It has been requested that
parking restrictions (red curbing) be installed in order to increase visibility for vehicles that
are entering and exiting the driveway.
Staff Recommendation
It is recommended that the Traffic Commission recommend to the City Council that
approximately 15 feet of additional red curbing be added to the existing red curbing south
of the property at 1060 Walnut Grove Avenue.
ANALYSIS
Walnut Grove Avenue is a north -south arterial street that is approximately 60 feet wide and
allows for two way traffic and restricted parking on both sides of the street. The posted
speed limit is 40 MPH. Traffic volume in this location is moderate to heavy at times due, in
part, to it being an arterial street as well as its proximity to major corporate centers,
commercial areas, and the State Route 60 Freeway.
A request was received to investigate the traffic conditions and accessibility at 1060 Walnut
Grove Avenue. At this address, the northbound traffic on Walnut Grove is traveling at full
speed and is coming down a slight decline in the road. Parked vehicles on the east side of
Walnut Grove make it difficult for motorists leaving 1060 Walnut Grove Avenue to see this
oncoming, northbound traffic. By installing red curbing and pushing parked vehicles further
away from the driveway, the visibility of motorists will be improved enabling safer turns onto
Walnut Grove Avenue from this driveway.
Staff investigated the concerns in the area and determined that increasing parking
restrictions along the east side of Walnut Grove Avenue will allow for greater motorist
visibility. It is recommended that approximately 15 feet of red curbing be installed to the end
of the existing red curbing that is south of the driveway at 1060 Walnut Grove Avenue. The
installation of these parking restrictions will result in a net loss of one parking space in this
area. Three parking spots will remain in this vicinity on Walnut Grove Avenue. All adjacent

residences have appropriate amounts of parking and there is additional parking on Landis
View Lane.
Notifications of the proposed improvements were circulated to effected residents and
businesses within a 300 foot radius of the location.

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a request for the installation of
approximately 15 feet of additional red curbing on the curb to the south of 1060 Walnut Grove Avenue.
Residents' complaints describe a lack of visibility when exiting and entering the property to and from
Walnut Grove Avenue and that the lack of visibility creates hazardous conditions. It has been requested
that parking restrictions (red curbing) be installed in order to increase visibility for vehicles that are
entering and exiting the driveway. These improvements will result in a net loss of one parking space in
this area on Walnut Grove Avenue.
You are being notified because your property is in close proximity to this location. We encourage your
comments regarding traffic safety in this area. If you wish to comment on the issue, you are invited to
attend the Traffic Commission's next meeting on Thursday, December 5, 2013 at 7 PM at the Rosemead
City Hall City Council Chambers.
