SUBJECT: REVIEW OF TRAFFIC CONDITIONS AT HELLMAN AVENUE AND
BRIGHTON STREET
SUMMARY
Staff received a request from a resident to investigate and review traffic conditions in the
vicinity of Hellman Avenue and Brighton Street. The resident indicated that the high volume
of vehicles on Hellman Avenue as well as the speed of travel cause unsafe conditions for
pedestrians and vehicles coming and going from Brighton Street at Hellman Avenue. The
resident requested the installation of a stop sign and marked crosswalks for both east and
westbound traffic on Hellman Avenue at Brighton Street. A review of the location's existing
conditions has been completed and is summarized in this report.
Staff Recommendation
It is recommended that the Traffic Commission review traffic conditions in the vicinity of
Hellman Avenue and Brighton Street and take no further action to install traffic controls at
this time.
ANALYSIS
Hellman Avenue is an east west collector street that is approximately thirty -six (36) feet
wide and has one lane of travel in each direction. The posted speed limit on Hellman
Avenue is thirty (30) miles per hour and there are no stop signs for east west traffic on
Hellman Avenue at Brighton Street. Parking is permitted along both sides of Hellman
Avenue except for street sweeping restrictions or existing red curbing. There is existing red
curbing (parking restrictions) along Hellman Avenue at Brighton Street that helps to
increase visibility for vehicles entering /exiting Brighton Street. This intersection is
approximately 360' to the east of the intersection of Hellman Avenue and Del Mar Avenue
which is a four -way signalized intersection, with pedestrian crosswalks. Attachment 1
shows views of the area surrounding the intersection of Hellman Avenue and Brighton
Street.

Accident Data
An accident investigation was conducted using the last three (3) available years from
SWITRS (Statewide Integrated Traffic Records System) records for the intersection of
Hellman Avenue and Brighton Street. The research found that there were no vehicle or
pedestrian accidents within this time frame.
Warrant Study Analysis
The criteria for determining if all -way stop controls are warranted is based on a number of
factors as set by the California Manual of Uniform Traffic Control Devices ( MUTCD). These
factors include an analysis of minimum volumes of traffic on each street approach,
accidents, vehicle speeds, pedestrian traffic and potential sight obstructions.
Based on a review of these factors, it was determined that the intersection does not meet
minimum volume or accident thresholds as determined by the MUTCD for the installation of
all -way stop controls at Hellman Avenue and Brighton Street. This information is
summarized below:

hour for the same 8 hours.

If the 85" percentile approach speed of the major
street exceeds 40 miles per hour and the minimum
volumes are 70 percent of the above values.
In studying the establishment of a pedestrian crosswalk, the following factors may be
considered:
• Vehicular approach speeds from both directions
• Vehicular volume and density
• Vehicular turning movements
• Roadway widths
• Day and night visibility for pedestrians and motorists
• Discouragement of pedestrian use of undesirable routes

In reviewing the factors for to be considered for the establishment of a pedestrian
crosswalk, it was determined that this intersection does not satisfy the considerations for
the installation of a crosswalk. The information is summarized below:

Based on the information compiled at this location, the installation of stop signs and
crosswalks are not recommended at this time. Such installation would likely result in
circulation issues along Hellman Avenue (a busy collector street). Further, this location is
in close proximity to the signalized intersection of Del Mar Avenue and Hellman Avenue. It
is advisable that pedestrians be encouraged to use this protected crossing area in order to
cross Hellman Avenue.

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a request to review traffic conditions at the
intersection of Hellman Avenue and Brighton Street. The request was received from residents in the
vicinity of this intersection who have concerns over visibility when turning off of and onto Brighton
Street. Additionally, there are concerns over pedestrians crossing Hellman Avenue at Brighton Street
where there is no crosswalk.
