OB - Item 3D - Rosemead Park Improvements Project - EMUHSD/City of Rosemead Perimeter Fence ReplacementROSEMEAD SUCCESSOR AGENCY STAFF REPORT TO: THE HONORABLE CHAIR AND BOARD MEMBERS FROM: MATTHEW HAWKESWORTH, ASSISTANT CITY MANAGER -� DATE: APRIL 30, 2014 SUBJECT: ROSEMEAD PARK IMPROVEMENTS PROJECT — EMUHSD /CITY OF ROSEMEAD PERIMETER FENCE REPLACEMENT SUMMARY As part of the July 2010 tax increment bond issuance by the former Redevelopment Agency, the City included funding for a project to renovate and improve portions of Rosemead Park and its amenities. The project identifies several elements of Rosemead Park that need improvement including playground equipment, the north parking lot, court lighting, basketball courts, turf and other improvements. Recently, El Monte Union High School District asked the City to share costs to replace the dilapidated perimeter fence between the two properties. The District, in accordance with its own purchasing policy, solicited bids for tubular steel fencing to replace 950 linear feet of existing chain link fence than runs along the park/school property line. A review of the project indicates that other adjacent improvements would be required including a small support wall and landscape and irrigation enhancements. Funding for this project would be provided through bond proceeds from the former Redevelopment Agency. Staff Recommendation It is recommended that the Successor Agency approve Resolution 2014 -0006 affirming expenditures of funds, in a an amount not to exceed $76,500, for the joint City /EMUHSD fence replacement and adjacent landscape enhancements as part of the Rosemead Park Improvements Project. DISCUSSION Rosemead Park is an 18 acre community park in the northern section of the City. It features numerous amenities including a pedestrian walking /jogging trail, fitness equipment, two baseball /softball diamonds, three playground facilities, basketball courts, expansive turf areas, and the Rosemead Aquatic Center. The park is bordered to the west by Rosemead High School. The park and school are separated by an unsightly chain link fence. The proposed project includes removal of 950 linear feet of existing chain link fence, installation of approximately 800 linear feet of Tf 1a ah . Successor Agency Meeting April 30, 2014 Page 2 of 3 tubular steel fence, and construction of 40 linear feet of a three foot cinder block support wall. The El Monte Union High School District, at its regular meeting of February 5, 2014, approved bids for district -wide fence repairs. The three lowest responsible bidders were selected in accordance with District policy. The District subsequently solicited quotes from approved contractors for the above referenced project. District representatives have requested the City of Rosemead share 50% of actual associated project costs in an amount not to exceed $50,000. During a walk- through of the project site with a District representative and their approved contractor, it was determined that 40 linear feet of support wall would also be needed on adjacent park property to support the proposed replacement fence. The City solicited a quote for construction of the block wall in accordance with our purchasing policy. Project quotes are attached and costs are as follows: Removal of existing fence /installation of 750 LF of tubular steel fence $77,500 Installation of 42 LF tubular steel fence (at grade change) $ 7,800 Construction of 3' support wall (40 LF) $ 5,000 Contingency (10 %) 9,030 Project Total $99,330 EMHUSD will be responsible for project management of the fence installation and, as noted above, the City's costs for the fence portion of the project will be 50% of the total (not to exceed $50,000). Further, as the removal and installation of the fence will impact the adjacent landscape and irrigation located on City property, staff proposes to upgrade existing irrigation and landscape to be consistent with the City's ongoing drought tolerant landscape efforts. TruGreen, the City's current landscape contractor, has provided a quote of $26,500 for the proposed enhancements including irrigation, trees, shrubs, and labor. The City's total project costs for the fence replacement and adjacent landscape enhancements will not exceed $76,500. It is the view of staff that these improvements are consistent with the goals of the broader Rosemead Park Improvements Project. FINANCIAL REVIEW The Rosemead Park Improvement Project was included in the Fiscal Year 2013 -14 Capital Improvement Program and is funded entirely through bond proceeds from the former Redevelopment Agency. ENVIRONMENTAL REVIEW This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (C) of the CEQA Implementing Guidelines.
