Contract Organization and Staffing Lincoln Training Center's extensive experience with the start up of new janitorial service contracts, provides proven strategies that serve as a guideline for developing a preliminary staffing plan for all service areas within the city of Rosemead parks and facilities. The number of qualified janitors and the estimated service hours have been allocated based on the scope of work, contract specifications, and square footage provided in this contract. Methodology and Capabilities Lincoln Training Center maintains over 20 years of experience performing all job tasks as indicated within the scope of work and performance requirements summary. Lincoln Training Center custodial staff is proficient in the most up to date custodial techniques and performing all other required job tasks including, but not limited to; window cleaning, blinds, carpet cleaning and floor care. Lincoln Training Center maintains a comprehensive quality control plan to ensure our employees provide a high level of service to our customers. Mrs. Casey Richards will act as the Contract Manager and will oversee the day to day operations to ensure employees are maintaining performance requirements. Lincoln Training Center will ensure that employees servicing this contract are fully trained, and capable of meeting all contract requirements, prior to their start date. Upon hire, employees will be provided with our Compuclean training program, to ensure that our custodial techniques are consistent at each location. Employees also receive initial training which includes, but not limited to; a review of our quality control plan, hazard communication program, blood borne pathogen training/universal precautions, environmental standards and contract specific requirements. Employees will be provided with of the scope of work and the performance requirements, so that they are aware of daily responsibilities. This will be reviewed in depth of ensure they have complete understanding of their job tasks. Once assigned, employees will also be required to complete a daily checklist, which will be verified by the Lead Supervisor to ensure that job tasks are completed. Lincoln Training Center is effectively able to maintain service requirements by employing a Lead Supervisor assigned exclusively to this contract to ensure the work is meeting all contract requirements on a daily basis. Lincoln Training Center will develop a site specific checklist, which is taken directly from the specific scope of work. All contract requirements are listed on this checklist. The Supervisor will utilize the inspection report to document any areas that fall below standard and will determine a clear description of the problem, the corrective action necessary to meet performance requirements. with a timeline given to resolve discrepancies. The Supervisor will meet with the employee and corrective action will be taken in the timeline specified. The report is then submitted to the Contract Manager for review or appropriate disciplinary action for employees who are unable to maintain performance requirements. City of Rosemead Request for Proposals REP No.2014-13 -- Employees who are unable to meet performance requirements on a routine basis will be removed from the contract. In addition, the QC Manager will provide ongoing monthly site inspections to all buildings/parks under this contract to ensure service requirements and frequencies are in line with the technical specifications and to ensure staff is maintaining performance requirements. Monitoring will also be performed through performance evaluation meetings with designated City personnel as requested. Lincoln Training Center's Quality Control Team and On-Site Supervisor(s) will be on call 24/7/365 to handle service calls and contract needs. Employees are trained to handle call backs in a prompt and professional manner and offer a courteous resolution for site concerns. Ernie Carranza, Lead Supervisor-is the first point of contact for daily service requests. The Lead Supervisor will be available at all times when the work is in progress. Mr. Carranza is on call 24/7 and provided a cell phone to receive notices, reports, and requests or handle service calls and keep staff updated on status of projects. Calls will be responded to within one-half hour of receipt, with urgent calls being handled immediately. Mr. Carranza is also provided with web access to respond to email requests. Jim Smith, Quality Control Manager (Inspector)- Mr. Smith is on call 24/7 and is provided a cell phone to handle service calls and emergency requests. Calls will be responded to within one- half hour of receipt, with urgent calls being handled immediately. Mr. Smith is also provided with web access to respond to email requests. Edwin Sanchez,Quality Control Supervisor-is is also on call 24/7 and is provided a cell phone to handle service calls and emergency requests and is an alternate to the QC Manager. Calls will be responded to within one-half hour of receipt, with urgent calls being handled immediately. Mr. Sanchez is also provided with web access to respond to email requests. The Quality Control Manager will schedule a meeting with designated personnel on a monthly basis for a site inspection to ensure standards are met to contract satisfaction. Records of inspections will be provided to the City as requested. Additionally, any updates to changes in cleaning schedules and revisions will be submitted to the City as required. Meetings may be held more frequently as requested. Contract Administrative Team: Vice President of Operations: Gary Griffen (Project Safety Official) The Contract Administrative Team will be led by Mr. Gary Griffen, who has been employed with Lincoln Training Center for twenty six years. Mr. Griffen has over thirty years experience in senior management, staff administration, and human resources management. Upon award, Mr. Griffen will be responsible for the overall administration of operations for this contract, which includes maintaining licenses and certifications. Director of Community Services: Casey Richards (Contract Manager) Mrs. Casey Richards has fourteen years experience facilitating janitorial contracts. She is Lincoln's CIMS, ISSA Certification Expert (I.C.E.), which authorizes Mrs. Richards to provide training and consulting services to LTC's janitorial services program statewide. Mrs. Richards has received certification through the Institute of Inspection, Cleaning, and Restoration in Floor Care and participates in ongoing training in professional management. Mrs. Richards oversaw the process of Lincoln obtaining CIMS certification. This is the Cleaning Industry Management standard and ensures the delivery of consistent, quality services that are designed to meet the customer's needs and expectations. Mrs. Richards will play an integral part in ensuring adherence to industry standards within LTC's janitorial services program. Upon contract award, she will be the contract manager and will ensure that all performance requirements are completed and monitored. Mrs. Richards will provide the contract management to ensure we are meeting contract requirements, which includes, but is not limited to; required record keeping, equipment/supply management, monitoring/scheduling training and safety programs, obtaining/maintaining required contract documents (i.e. insurance, bond forms, etc.) and customer relations as they pertain to this contract. She is available 24/7 to address the needs of this contract. Mrs. Richards will be devoting time to this contract on a daily basis by monitoring QC reports and providing the City with feedback as required. Program Manager: Lynne Richardson Mrs. Richardson has been with Lincoln Training Center for seven years and has been successfully providing the management and staffing to all Southern California janitorial contracts during her term. She currently provides the direct supervision of 80+ employees, who work on over 35 different customers. Mrs. Richards will be the direct Supervisor for janitorial staff, complete the scheduling and ensure that staffing levels meet/exceed contract requirements. She will be reviewing the Quality Control Reports to ensure employees are meeting performance requirements. She is available 24/7 to address the needs of this contract. Quality Control Supervisor: Edwin Sanchez (Key Contact) Mr. Sanchez has been with Lincoln Training Center for 11 years and has extensive experience in janitorial contract administration and management. Mr. Sanchez maintains a C-27 license and is proficient in Cal/OSHA requirements. He currently provides the Quality Control to over 25 City of Rosemead Request for Proposals R14'No.2014-13 - janitorial customers, which include City, State, County, Federal, and public contracts in the Southern and the Central Valley regions of the state of California. Mr. Sanchez is proficient in the use of all required floor machines, and performing all periodic work to industry standards. He provides hands-on training to each new employee, prior to their starting, to ensure employees are trained proficiently and are completing job duties in a safe and consistent manner. Mr. Sanchez will provide direct supervision to the Quality Control team, and periodic crew, to ensure contract satisfaction. Mr. Sanchez will complete the equipment/supply management, quality control, and customer relations as they pertain to this contract. As required, he will respond to complaints, requests, and discrepancies within. He is available 24/7 to address the needs of this contract. Mr. Sanchez will be providing daily attention to this contract by overseeing key QC personnel and reviewing inspection reports. Quality Control Manager: Jim Smith Mr. Jim Smith, Lincoln Training Center's Quality Control Manager, will be assigned to maintain the quality control of this contract and ensure the custodial employees are in compliance with performance requirements. Mr. Smith has been employed with Lincoln Training Center for sixteen (16) years and is proficient in utilizing carpet extractors, floor machines, stripping and waxing floors, and utilizing chemicals in compliance with OSHA regulations. Mr. Smith will be available to the County staff 24/7 to address emergency issues and contract needs. Mr. Smith will be completing routine, unannounced site inspections, and provides documentation to the QC Supervisor and Program Manager. Mr. Smith possess the ability to effectively supervise and train all janitorial supervisors, porters, janitors, and floaters on the service techniques and procedures needed to be in compliance with OSHA regulations and contract performance standards. Mr. Smith will provide close support and feedback to the Site Supervisor and janitorial staff. Mr. Smith will be responsible for supporting the Site Supervisor during scheduled inspections in conjunction with designated contract personnel, and addressing any corrective actions immediately. He will be available 24/7 to address emergency issues and contract needs. Site Supervisor: Ernie Carranza Lincoln Training Center's Site Supervisor will be assigned exclusively to this contract, for 40 hours per week. Mr. Carranza will be overseeing all aspects of the contract. Mr. Carranza has extensive hands-on janitorial experience with three years in a supervisory role. Mr. Carranza is knowledgeable in all aspects of janitorial operations development and implementation as well as all of the requirements outlined per this contract. Duties/Responsibilities: S Under the direction of the Administrative Team, provide training, supervision, and guidance to all janitorial staff assigned to LTC's janitorial program. Services are provided to our customers 7 days per week/365 days per year, to accommodate their custodial and maintenance needs. Lincoln Training Center staff is expertly trained on the latest green cleaning technology to deliver superior cleaning results and products that meet performance and Green Seal certifications. We adhere to the most modern and effective techniques in safe product and equipment handling as outlined in OSHA approved safety procedures. Mandatory training includes: worksitc safety orientation, blood borne pathogens, personal protective equipment, chemical safety/usage, SOS/labeling requirements, hazard communication, and area specific custodial training techniques, prior to job placement. Lincoln Training Center staff is also provided training in customer service, security, supervision and confidentiality requirements on an ongoing basis. Our reference list is extensive and includes renewable, long-term service contracts with Federal, State, County, and large scale City facilities, as well as with private and commercial corporations of various sizes. Since 2011, Lincoln Training Center has been servicing the County of Los Angeles Public Library Headquarters. All employees trained for this contract are live scanned and passed an extensive background and security check These institutions are located throughout California and cleanable square footage for this contract is approximately 1 million square feet. This contract involves working in highly sensitive environments. We provide highly successful general janitorial duties (restrooms, floor care, offices and medical facilities) for the department. The department has been extremely pleased with our service and has renewed the contract with us on two occasions. Areas serviced, include, but are not limited to; offices, restrooms, common areas, laboratories and dental and medical facilities. Employees are thoroughly trained in hazardous waste handling and must abide by health care licensing standards. From 2008-2011, we provided complete custodial services to eighteen(18) buildings for the City of Chino, encompassing approximately 200,000 square feet of serviceable space. Lincoln Training Center provided the city with day and night porters, 7 days per week, in high traffic buildings which included, but not limited to; the Senior Center, Youth Museum, Community building and Chino Library. Our custodial team provided general custodial services, stripping, and waxing, carpet and window cleaning, and detailed deep cleaning of the kitchen facilities. Staff was on call 24/7 to provide the City with emergency cleanup and to ensure our personal superintendence to the contract. Paper Towels I Hand Dryers: Several restrooms throughout the City utilize hand dryers. Contractor is not required to provide paper towels in restrooms that contain hand dryers. Dust removal and fixture cleaning - Low dusting is the removal of all dust, lint, litter, and dry soil from the surfaces of desks, chairs, file cabinets, book shelves, tables, and other types of office furniture and equipment from horizontal ledges, window sills, window coverings, hand rails, etc. to a line 7'0" above the top of the floor level. Vent grills, within these limits, shall be dusted on a weekly basis. A level of care shall be taken to complete dust removal services without disturbing personal work areas. I. Kitchens — Some facilities have kitchenettes and two facilities have full kitchens. On each site visit, kitchen counters and sinks shall be wiped free of debris, trash shall be removed and floors shall be tended to. 4. Clarification Regarding Cleaning Vending Machines: Reference RFP: H. Clean All Fixtures (i.e. drinking fountains, telephone booths, counters, etc.). Current Contract and Pricing Current Monthly Prices and Current Contract are included as PDF attachments. Scope of work included in current request for proposal may vary from the scope of work included in existing contract. 2. Wages The City does not have a living wage requirement. Per California State Code, this contract for janitorial services is not subject to prevailing wages. 3. Proposal Submittal Contract Bid Forms, which are included in the RFP documents, must be submitted as a part of the proposal. Contractors may submit any additional documentation desired, however, all Contract Bid Forms Sec. 1-3 (included in RFP documents) must be submitted. Scope of Work Clarifications 1. Trash Removal — All sites maintain dumpsters for the disposal of refuse (trash) generated within that facility. As part of the orientation to the new contract, contractor will be provided access to these dumpster facilities. All segregated recyclables that are collected from the blue bins in City facilities must be deposited in the White Recycle dumpsters located at any of the three following sites: • City Hall • Garvey Community Center • Rosemead Park 2. Restroom Supplies — Per the RFP documents, selected contractor is to supply all necessary restroom consumable products, including, but not limited to toilet paper, paper towels, urinal cartridges, etc. (Specification is included in RFP document). Although the City is unable to provide a quantity of products consumed through the course of this contract, further clarification is provided. a. Stocking: It is expected that all provided dispensers (toilet paper, paper towels, soap, etc.) will be filled to capacity at every visit. The City reserves the right to determine whether the contractor is sufficiently stocking all necessary products. b. Paper Towels I Hand Dryers: Several restrooms throughout the City utilize hand dryers. Contractor is not required to provide paper towels in restrooms that contain hand dryers. Proposers shall verify quantity of such restrooms if desired. c. Urinal Cartridges: The contractor is responsible for providing necessary urinal cartridges for waterless urinals. The City of Rosemead has approximately 20 waterless urinals. 3. Clarification Regarding Cleaning Kitchen Surfaces: Reference RFP: E. Dust removal and fixture cleaning - Low dusting is the removal of all dust, lint, lifter, and dry soil from the surfaces of desks, chairs, file cabinets, book shelves, tables, and other types of office furniture and equipment from horizontal ledges, window sills, window coverings, hand rails, etc. to a line 7'0" above the top of the floor level. Vent grills, within these limits, shall be dusted on a weekly basis. A level of care shall be taken to complete dust removal services without disturbing personal work areas. I. Kitchens — Some facilities have kitchenettes and two facilities have full kitchens. On each site visit, kitchen counters and sinks shall be wiped free of debris, trash shah be removed and floors shall be tended to. 4. Clarification Regarding Cleaning Vending Machines: Reference RFP: H. Clean All Fixtures (i.e. drinking fountains, telephone booths, counters, etc.). After cleaning, all fixtures shall be free from streaks, stains, spots, smudges, scale, and other obvious soil. Facilities Clarifications 1. SCHEDULING/HOLIDAYS City facilities close in observance of the following holidays: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, July 4th, Labor Day, Veteran's Day, Thanksgiving, and Christmas EXCEPT for City Parks. City parks operate 365 days a year and must be cleaned daily. 2. City Hall: City Hall to be cleaned Sunday — Thursday (5X per Week). The provided facility description for City Hall indicates that it operates Monday through Thursday, and as such is to be cleaned Monday through Thursday. Although the building is not open for public access Friday-Sunday, often times it is used. City Hall shall also be cleaned on Sunday Evenings to ensure the desired appearance when it opens for business on Mondays. 3. Parks — Services requested in parks pertain only to buildings/facilities explicitly listed in facility descriptions within request for proposal documents. Trash removal shall only be done within these buildings/facilities as general trash removal within parks is not included in this scope of work. 4. Garvey Community Recreation Center: Regarding the high cleaning and upper window cleaning: • High Cleaning shall be performed per the frequencies included in the specifications.
