SUBJECT: ANNUAL RESIDENTIAL RESURFACING PROGRAM —
AWARD OF CONTRACTS
SUMMARY
As a part of the City's Fiscal Year 2014-15 Capital Improvement Program, the City
Council approved the "Annual Residential Resurfacing Program" which involves
pavement rehabilitation activities on roadways that are in need of repair. The project
consists of asphalt concrete overlay and reconstruction of road pavement, repairs to
damaged sidewalk, curb and the planting of trees along the parkways. The streets
identified for resurfacing in the 2014-15 Fiscal Year Capital Improvement Program are
Hellman Avenue, from Jackson Avenue to the westerly City Limit, and Steele Street
from Ellis Lane to Rio Hondo Avenue. Additionally, staff recently added improvements
at Rio Hondo Avenue and Rose Street to this project as recent rain events have
resulted in flooding and the street is in need of repair and drainage improvements.
Staff Recommendation
It is recommended that the City Council:
1. Approve the plans and specifications for the Annual Residential Resurfacing
Program, Hellman Avenue from Jackson Avenue to the westerly City Limit and
the Rose Street Rio Hondo Avenue Intersection Improvements Project,
2. Authorize the City Manager to enter into a contract with E.C. Construction in the
amount of $218,760.12 for the Annual Residential Resurfacing Project, Hellman
Avenue from Jackson Avenue to the westerly City Limit. In addition, authorize an
amount of $21,876 (10%) as a contingency to cover the cost of unforeseen
construction expenses.
3. Authorize the City Manager to enter into a contact with CEM Construction Corp in
the amount of $83,935.00 for Rose Street/Rio Hondo Avenue Intersection
Improvements project. In addition, authorize an amount of $8,393.00 (10%) as a
contingency to cover the cost of unforeseen construction expenses.

DISCUSSION
The Annual Residential Resurfacing Program has a budget of $600,000 for Fiscal Year
2014-15 and is funded through State Gas Tax proceeds. Staff identified two sections of
residential roadway to be rehabilitated through this project based upon ratings in the
Pavement Management Program and through field observations. The sections identified
include Hellman Avenue, from Jackson Avenue to the westerly City Limit, and Steele
Street from Ellis Lane to Rio Hondo Ave. Public Works Staff determined that since these
streets were on opposite ends of the City, it would be appropriate to bid the construction
of these projects separately. Tonight's action would be to award a contract for the
construction of the segment on Hellman Avenue. It is anticipated that the bid and award
of contract for the work on Steele Street will take place in February or March 2015.
Hellman Avenue is an east/west arterial roadway that runs parallel to Interstate 10 and
has an average daily traffic of more than seven thousand vehicles. Hellman Avenue
was resurfaced from Walnut Grove Avenue to Jackson Avenue in Fiscal Year 2009-10;
however, the portion from Jackson Ave to the westerly City Limit was not completed due
to lack of available funding. The segment of Hellman Avenue from Jackson to the
westerly City limit currently has a pavement condition index score of 48 out of 100, and
is in need of significant rehabilitation.
A Notice Inviting Bids was published in local newspapers and trade publications on
January 8th and January 15th, 2015. Sealed bids were received in the Office of the City
Clerk until 10:30 a.m. on Wednesday, January 21, 2015. At 11:00 a.m. on January 21,
2015, the City Clerk publicly opened and read six (6) sealed bids with the following
result:

Staff has reviewed the bid documents for completeness and investigated the
contractor's background and recent projects for competency. Staff believes that E.C.
Construction is the lowest responsive bidder and is qualified to complete the work as
specified for this project. E.C. Construction has previously completed similar street
rehabilitation projects for the Cities of Pasadena, Monrovia, and San Marino.
Rose Street/Rio Hondo Avenue Intersection Improvements
Due to the rain activity that has occurred recently, staff determined a need to make
roadway and drainage improvements in the area of Rose Street and Rio Hondo

Avenue. Currently, even minimal rain activity causes flooding at the end of the cul-de-
sac on Rose Street as there is insufficient drainage. City Engineering staff and a
consultant engineer reviewed the conditions and developed a solution to solve the
drainage issue and prevent flooding. It was determined that the installation of a cross
gutter along Rio Hondo Avenue, across Rose Street, would carry most of the rainwater
in the area further down Rio Hondo Avenue, toward Valley Boulevard, where there is
sufficient drainage available. Additionally, the catch basin in the cul-de-sac on Rose
Street would be reconstructed to contain an infiltration basin and a larger capacity.
These measures will reduce flooding on the Rose Street cul-de-sac and improve safety
of residents and motorists. As the flooding was occurring with any rain event, staff
determined that action needed to be taken swiftly and undertook an informal bid
process. Plans and specifications were distributed to three local general engineering
contractors, who have worked regularly with the City in the past, and three proposals
were received. The results are as follows:

CEM Construction has completed many projects for the City in the past and is ready to
proceed immediately with this project. It is anticipated that work can be completed within
three weeks and this will mitigate any further flooding issues should there be additional
rain events this season.
FINANCIAL REVIEW
The Annual Residential Resurfacing Program is included in the FY 2014-15 Capital
Improvement Program. The project has a budget of $600,000 utilizing State Gas Tax
funds. The total appropriation needed to award these contracts tonight is approximately
$333,000.00. Per the engineer's estimates, sufficient funds remain in the budget to
complete the work on Steele Street.
ENVIRONMENTAL REVIEW
This project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 (C) of the CEQA Implementing Guidelines.
