FEBRUARY 9, 2015 SUBJECT: REVIEW OF DESIGN SERVICES — ZAPOPAN PARK IMPROVEMENTS PROJECT SUMMARY As a part of July 2010 tax increment bond issuance by the former Redevelopment Agency, the City included funding for a project to renovate and improve the facilities at Zapopan Park. The bond issuance included approximately $1,050,000.00 for miscellaneous improvements to Zapopan Park, including new play equipment for the southern playground, expansion of the parking lot, replacement of the existing basketball courts and restrooms, and the installation of a walking trail. Zapopan Park is located along an electrical transmission corridor belonging to the Southern California Edison Company (SCE) and the City has a long term license agreement for its utilization as park space. The approval process for the park improvements must clear both SCE and the California Public Utilities Commission for approval prior to construction. At this time, the City has undertaken preliminary survey and design work to begin pushing the project through the proper approval channels. Staff Recommendation It is recommended that the Oversight Board approve Resolution 2015 -0003 confirming the engineering contracts associated with the Zapopan Park Improvements Project. DISCUSSION Zapopan Park is approximately 7 acres of open park space located below a Southern California Edison (SCE) Transmission Corridor adjacent to Garvey Avenue. The park, which is licensed to the City by SCE on a long term lease, currently includes two playgrounds, a basketball court, restrooms, and multiple picnic shelters. This project includes the replacement and improvement of many of the parks amenities including the basketball court, restrooms, playground equipment, picnic shelters, and landscape. Additionally, the existing parking lot will be expanded to accommodate more vehicles and better service the adjacent Public Safety Center. Finally, the plans call for the addition of a walking trail that will be approximately 1/3 of a mile and have a rubberized surface, similar to the widely popular trail at Rosemead Park. ITEMNO. 3 C Rosemead Successor Agency Oversight Board February 9, 2015 Page 2 of 3 At this time, the City has begun work on the design phase of the project, including the preliminary survey, a conceptual drawing, and a preliminary design. 1. Preliminary Topographic Survey The first component of the design phase is the topographic survey which creates an accurate depiction, including all features, of the land on which the project is to take place. The survey was completed by CEJ Engineers, Inc. at a cost of $6,500.00. A request for proposal for these services was distributed to three of the City's on -call firms with the following results: RANK PROPOSER COST 1 CEJ Engineers, Inc. $ 6,500.00 2 Elie Farah, Inc. $ 7,000.00 3 Danielson Surveying $ 8,760.00 Contract Cost: $6,500.00 2. Conceptual Drawing During preliminary discussions with SCE, it was determined that a conceptual drawing was required in order to aid the conversation regarding the desired improvements to the park space. Additionally, SCE was able to provide comments and notes on the conceptual drawing to be incorporated into formal plans during the design phase. The work was completed by CEJ Engineers, Inc. under an existing on -call services contract at a cost of $5,000.00 Contract Cost: $5,000.00 3. Preliminary Plans After further project discussion and review with SCE, notes and comments based on the conceptual drawing have been incorporated into preliminary plans for further submittal and review. These preliminary plans are critical in working out the details of this project so that when final construction plans are submitted for approval, they will have been previously vetted through SCE plan checkers. Staff from CEJ Engineers, Inc. was actively involved in the creation of the conceptual drawing and in reviewing the comments and notes with City and SCE staff. CEJ Engineers, Inc. was further commissioned to completed the preliminary plans at a cost of $10,500.00 Contract Cost: $10,500.00 At this time, SCE is continuing to review the preliminary plans to provide additional comments. After receiving SCE's final comments on the preliminary plans, staff will distribute a request for proposals (RFP) to the existing on -call engineering firms for the completion of the final plans, specifications, and construction documents. Proposal for Preliminary Plans RESOLUTION: 2015 -0003 A RESOLUTION OF THE OVERSIGHT BOARD FOR THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION CONFIRMING THE SELECTION OF VARIOUS VENDORS FOR THE ZAPOPAN PARK IMPROVEMENT PROJECT WHEREAS, the Rosemead Successor Agency received the Finding of Completion on April 18, 2013 from the Department of Finance; and WHEREAS, the Finding Completion states that the Rosemead Successor Agency may utilize proceeds derived from bonds issued prior to January 1, 2011 in a manner consistent with the original bond covenants per Health and Safety Code section 34191.4(c); and WHEREAS, the Rosemead Successor Agency is holding approximately $7.1 million in bond proceeds derived from bonds issued prior to January 1, 2011 for Capital Improvement Projects identified in the bond covenants; and WHEREAS, the Rosemead Successor Agency will be required to provide oversight of the completion of the Capital Improvement Projects to ensure compliance with the bond covenants; and WHEREAS, the approved Capital Improvement Projects have been included on each Recognized Obligation Payment Schedule filed by the Rosemead Successor Agency; and NOW THEREFORE, THE OVERSIGHT BOARD FOR THE SUCCESSOR AGENCY TO ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION HEREBY RESOLVES: The Rosemead Successor Agency Oversight Board confirms the following award of contracts to the following vendors for the Zapopan Park Improvement Project: a. CEJ Engineers - $22,000.00 The contracts with this vendors will not exceed the price listed above. If any contract amendments are required in excess of these amounts, all such changes shall be brought back to the Oversight Board for review. Successor Agency staff is directed to submit documents to the Department of Finance as necessary, including an amended Recognized Obligation Payment Schedule. 4. Successor Agency staff is directed to provide a copy of this Resolution to the County Auditor - Controller, the State Controller's Office and the State Department of Finance. SCOPE OF SERVICES The following task descriptions will give a detailed description of the professional services included in this scope of work and our approach to this project: Map all easements of record within the property We will map the property existing easements and property boundaries on the topographic map based on record data & field survey found monuments. We will perform all required and necessary field work to located and tie out existing property boundary. 2. Topographic Survey We will perform a complete topographic survey, including but not limited to the following; a. Portion of the public street abutting the frontages of the properties such as sidewalk, top of curb, flow line, existing grade elevation of asphalt, edge of gutter, grade breaks elevations. b. Location and description of existing landscape medians, lighting, walls, and landscape and trees. c. Existing location of concrete swales, catch basins including elevations of inlets, top of grates, v- depths, dimensions, etc. d. Elevations at every 25 feet (grid method) at minimum to map contours at 1- City Of Rosemead — Topographic Survey for Zapopan Park foot intervals. e. Elevations will be based on City datum using benchmark provided by City of Rosemead. f Location of high voltage tower foot prints layout including overhead wiring and appurtenances complete. 3. Base Man We will prepare a base map for the existing property showing the items listed in task 2. DELIVERABLES 1. The survey map will be submitted in AutoCAD 2010 or latest edition. 2. Hard copies stamped by a Registered Land Surveyor or Civil Engineer authorized to practice Land Surveying in the State of California. The following represents our interpretation of tasks and information provided by the City of Rosemead Department staff during the course of the field survey: Provide access to City public improvement plans, reports, and records for the consultants use. 2.
