CC - Item 4G - Garvey Park Duff Field Renovations - Award of Contract - Lighting Installation iE s ME ° �° ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER e/;' DATE: FEBRUARY 10, 2015 SUBJECT: GARVEY PARK DUFF FIELD RENOVATIONS — AWARD OF CONTRACT - LIGHTING INSTALLATION SUMMARY As a part of the City's Fiscal Year 2014-15 Capital Improvement Program, the City Council approved the "Garvey Park Duff Field Renovations" Project which includes the installation of new lighting, fencing, turf and miscellaneous site improvements at the west ball field at Garvey Park. The project consists of the addition of new sports lighting, replacement of the existing chain link fence and backstop, and improvements to the landscape, irrigation, and adjacent concrete sidewalk. The work at this facility will take place in three phases based on the distinct scopes of work and the specialties of the contractors required to complete the work. This phase of work includes the installation and expansion of lighting on both the ball field and the multipurpose field. The lighting installation will be performed by Musco Lighting who has been the exclusive provider of sports lighting to the City for several decades. Musco's proposal includes installation of twelve ball field light standards on six galvanized poles along the ball field and the multipurpose field. The project will achieve significant energy efficiencies, improved lighting controls, and include an extensive warranty and maintenance program for a period of twenty-five years. Staff Recommendation It is recommended that the City Council: 1. Authorize the City Manager to enter into a professional services agreement with Musco Lighting as a sole source for the installation of sports lighting at Garvey Park Duff Field and multi-purpose field in an amount not to exceed $242,961. In addition, authorize a contingency amount of $24,500 (approximately 10%) to cover the cost of any unforeseen construction expenses. 2. Approve Resolution 2015-10, authorizing an additional appropriation of $92,500 from the Street Lighting District Fund to complete the project as proposed. Musco Lighting has been the sole provider of Rosemead's sports lighting, including ball field and pool facility lighting, for several decades. Musco is regarded as the worldwide industry standard for sports lighting as they design and manufacture lighting systems for sports fields and stadiums, up to the professional level, all over the world. Additionally, Musco's Green System is rated up to 50% more efficient than standard sports lighting systems. Lastly, Musco's proprietary Control-Link helps users control, monitor, and manage facility lighting on-site or remotely, via the internet, from anywhere. This sole source agreement is authorized pursuant to sections 037.204(E) and 039.204(G) of the Rosemead Municipal Code. Musco's proposal includes installation of twelve ball field light standards on six poles at the west ball field and multipurpose field at Garvey Park. The proposed work includes the installation of 6 galvanized poles and corresponding foundation work, the furnishing of all fixtures and all necessary electrical and installation work. Furthermore, extensive staff training will be provided by Musco regarding the controls and operations of the lighting system. All Musco lighting systems include a comprehensive warranty and maintenance package for a period of twenty-five (25) years. FINANCIAL REVIEW The Garvey Park Duff Field Renovations Project is included in the FY 2014-15 Capital Improvement Program. The project has a budget of $325,000.00 utilizing General Funds and Street Lighting District Funds. The allotted mount of Street Lighting District Funds for this project is currently $175,000.00 and the total appropriation necessary to award this contract is $267,461.00. An appropriation of $92,500.00 from the Street Lighting District Fund is requested in order to complete this project. The current fund balance for the Street Lighting District Fund is approximately $1,400,000.00. ENVIRONMENTAL REVIEW This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (C) of the CEQA Implementing Guidelines.
