SUBJECT: GARVEY PARK DUFF FIELD RENOVATIONS—
AWARD OF CONTRACT— FENCE REPLACEMENT & SITE WORK
SUMMARY
As a part of the City's Fiscal Year 2014-15 Capital Improvement Program, the City
Council approved the "Garvey Park Duff Field Renovations" Project which includes the
installation of new lighting, fencing, turf and miscellaneous site improvements to the
west ball field at Garvey Park. The project consists of the addition of new sports lighting,
replacement of the existing chain link fence and backstop, and improvements to the
landscape, irrigation, and adjacent concrete sidewalk. The work at this facility will take
place in three phases based on the distinct scopes of work and the specialties of the
contractors required to complete the work. Work will begin, at this time, with the
installation of new sports lighting, the fence replacement, and site work.
Staff Recommendation
It is recommended that the City Council:
1. Approve the plans and specifications for the Garvey Park Duff Field Renovations
Project.
2. Authorize the City Manager to enter into a contact with AZ Construction, Inc. in
the amount of $79,361 for the Garvey Park Duff Field Renovations Project and
authorize a contingency amount of $11,900 (approximately 15%) to cover the
cost of any unforeseen construction expenses.
DISCUSSION
The Garvey Park Duff Field Renovations project was included in the Fiscal Year 2014-
15 Capital Improvement Program with funding from the General Fund and the Lighting
Fund totaling $325,000.00. The scope of work includes a comprehensive upgrade to the
facility including lighting replacement, fencing, site work and amenity upgrades, and
substantial landscape and irrigation improvements. This phase of the project includes
replacement of the existing chain link fence, concrete, and various site amenities.
The existing chain link fence will be replaced with new chain link fencing. The height of
the backstop fence will be increased to twenty feet and include an overhang to LW-

baseballs and softballs within the playing area. The backstop, perimeter fencing, and
gates will also be replaced. A four feet tall homerun fence will be added in the outfield at
a distance of 200 feet from home plate. The existing dugouts will be removed and
reconstructed behind the new fence, out of the field of play, and will include new
benches. The concrete sidewalk in the spectator area will be replaced and furnished
with new aluminum bleachers.
A Notice Inviting Bids was published in local newspapers and trade publications on
January 22nd and January 29th, 2015. Sealed bids were received in the Office of the City
Clerk until 10:30 a.m. on Wednesday, February 4, 2015. At 11:00 a.m. on February 4,
2015, the City Clerk publicly opened and read six (6) sealed bids with the following
result:

Staff has reviewed the bid documents for completeness and finds the bid of AZ
Construction, Inc., to be the lowest responsive bid. Staff has reviewed the contractor's
background and recent projects for competency. AZ Construction, Inc. has successfully
completed similar projects for multiple public agencies including the Cities of Los
Angeles, Pasadena, and Santa Clarita.
FINANCIAL REVIEW
The Garvey Park Duff Field Renovations Project is included in the FY 2014-15 Capital
Improvement Program. The project has a budget of $325,000.00 from the General Fund
and Lighting Fund. The total appropriation needed to award this contract tonight is
approximately $91,261.00.
ENVIRONMENTAL REVIEW
This project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 (C) of the CEQA Implementing Guidelines.
