CC - Item 4C - Installation of Keep Clear Markings - Garvey Avenue and Willard Avenue E M S O ROSEMEAD CITY COUNCIL CIVIC PRIDE STAFF REPORT for Pink 7/NC�RPpq ATi TO: THE HONORABLE MAYOR AND CITY COUNCIL 1 FROM: JEFF ALLRED, CITY MANAGER t_izio)., DATE: APRIL 14, 2015 SUBJECT: INSTALLATION OF KEEP CLEAR MARKINGS — GARVEY AVENUE AND WILLARD AVENUE SUMMARY At their meeting on April 2, 2015, the Traffic Commission reviewed the traffic conditions and roadway access at the intersection of Garvey Avenue and Willard Avenue. Motorists have expressed concern regarding the backup of vehicles on eastbound Garvey Avenue blocking the intersection at Willard Avenue and making it difficult for vehicles to enter and exit Willard from Garvey Avenue. The Traffic Commission recommended, with a unanimous vote, that the City Council consider the addition of the proposed Keep Clear markings at this location. Staff Recommendation It is recommended that the City Council approve the Traffic Commission's recommendation to install "Keep Clear" pavement markings with limit lines in the eastbound travel lanes of Garvey Avenue at the intersection of Willard Avenue. DISCUSSION Garvey Avenue is approximately 75 feet wide with two traffic lanes for both east and westbound traffic. Opposing lanes of traffic are separated by a two-way left turn lane. Restricted Parking is available on both sides of Garvey Avenue. Garvey Avenue is a main arterial road through the San Gabriel Valley and experiences heavy traffic during the daily commute hours. Willard Avenue is a residential street that is approximately 33 feet wide. The posted speed limit on Garvey Avenue is 35 mph. Garvey Avenue has several high volume commercial businesses and heavy traffic volumes, including a large volume of transit buses. Approximately 26,000 vehicles travel along Garvey Avenue through the intersection at Walnut Grove Avenue daily. When the traffic signal at Walnut Grove and Garvey changes for traffic on Walnut Grove Avenue, eastbound traveling vehicles on Garvey often queue and block the intersection at Willard Avenue. Field observations were made at this location in early morning and early afternoon hours during a regular weekday. Traffic congestion was moderate to heavy at both times. It was observed that during peak travel times, vehicle delay/congestion on Garvey Avenue can cause ITEM NUMBER: L _ City Council Meeting April 14, 2015 Page 2 of 2 delays for vehicles entering/exiting the residential neighborhood on Willard Avenue. In order to improve vehicle access and improve safety for left turning vehicles, it is recommended that "Keep Clear" pavement markings be added in eastbound travel lanes with limit lines on Garvey Avenue at the intersection of Willard Avenue. These markings will help provide a gap to allow motorists to access Garvey Avenue and Willard Avenue in a safer manner. FINANCIAL REVIEW Funding for this type of roadway improvement is included in the annual maintenance and operations budget for Fiscal Year 2014-15 under the Public Works Department, Field Services Division. ENVIRONMENTAL REVIEW This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (C) of the CEQA Implementing Guidelines.
