Stormwater Management
On April 28, 2015, the City Council introduced Ordinance No. 952 Low Impact Development
Standards for Stormwater Management. This ordinance adopts, by reference, Chapter
12.84 of the Los Angeles County Code entitled "Low Impact Development Standards".
Ordinance No. 952 is now before the City Council for its required second reading for
adoption. When adopting by reference an existing code, as the City is doing here, California
Government Code Section 50022.3 requires the holding of a public hearing at the time of the
second reading.

D. City Investment Policy
The City's Investment Policy(Policy) is reviewed annually to ensure that it best reflects
current investing conditions. As those conditions change, minor adjustments to the Policy
may be made to allow for the continuation of reasonable returns on investments while
maintaining the priority of safety first. This report is a routine housekeeping item in
accordance with Government Code Section 53601 and no changes are being proposed.
The investment priorities of the City's Policy remain, in order of importance: 1)safety, 2)
liquidity, 3)yield.
Recommendation: That the City Council approve the Investment Policy.
E. HOME Funds Commitment Agreement between the City of Rosemead and the
Rosemead Housing Development Corporation for the.Implementation of certain HOME
Funded Programs
The City is required to commit its HOME funds for particular affordable housing activities
within 24 months after HUD's appropriation of the entitlement allocation. To comply with this
requirement, staff recommends that the City commit$148,857 of FY 2015-16 HOME funds,
plus unspent carried over funds from prior FY's, by contracting with the Rosemead Housing
Development Corporation (RHDC)to administer certain HOME funded programs.
Recommendation: That the City Council:
1. Approve a HOME Funds Commitment Agreement between the Rosemead Housing
Development Corporation and the City Council for the implementation of the City's
Owner-Occupied Rehabilitation Loan Program and Mortgage Assistance Program;
2. Authorize the Mayor to execute the contract on behalf of the City; and
3. Authorize the President to execute the contract on behalf of the RHDC.

F. Resolution No.2015-21 —A Resolution of the City Council of the City of Rosemead
Declaring its Intention to Vacate an Alley between Brighton Street and Del Mar Avenue
and Setting a Public Hearing on the Proposed Vacation
In conjunction with the application of Garvey Del Mar Plaza mixed use project, Mr. Gerard
Ngo has requested the City to vacate the alley between Brighton Street and Del Mar Avenue
as a public roadway. The alley enables vehicular access to service existing commercial
uses between Brighton Street and Del Mar Avenue. Mr. Ngo currently owns all the
properties that abut the subject alley proposed for vacation. The portion of the alley
requested for vacation is approximately 20 lineal feet in width and 280 lineal in length—
5,600 square feet of public alley. Mr. Ngo has been authorized to develop a new
residential/commercial mixed use development which consists of the demolition of all
existing structures to construct a four/five-story, mixed-use development with 15,553 square
feet of retail/restaurant space on the basement/first and second floors and 60 residential
units on the third through fifth floors, comprising 54,609 square feet, for a total built area of
70,162 square feet which will include the subject alley. The alley presently contains an eight
inch sanitary sewer main, underground electrical conduit, phone cables, electrical vault and
power poles. The applicant is working with the affected utility companies, i.e., Southern
California Edison,AT&T and Public Works Department to relocate the facilities prior to
beginning of construction of the Garvey Del Mar Plaza project or abandon them in place.
Recommendation: That the.City Council approve Resolution No. 2015-21, entitled
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, DECLARING ITS INTENTION TO
VACATE THE ALLEY BETWEEN BRIGHTON STREET AND

6. MATTERS FROM CITY MANAGER&STAFF
A. Annual Comprehensive Fee Resolution Update
The City provides various"individualized"services (i.e. inspections, permits, variances, etc.)
that are not of general benefit. Historically, many of these services have been provided at a
city cost greater than the price being charged for them thus resulting in the subsidies of the
remaining costs of service from the general taxpayers. As a matter of routine fee
maintenance and to keep pace with increasing costs of individualized services,the fees
charged to users need to be reviewed on a regular basis, preferably each year.
In the interest of being responsive to the service needs of Rosemead residents and
businesses, not all fees need to be adjusted and some are controlled by statute.
Consequently, not every fee is being recommended for an adjustment this year.

COMPREHENSIVE SCHEDULE OF FEES AND CHARGES
B. Street Sweeping Contract Extension
The City of Rosemead currently provides for street sweeping services through a contract
with Athens Services. Under this agreement, all residential streets are swept once weekly
and all commercial streets are swept twice weekly. This contract is set to expire on June 30,
2015 and staff has reviewed several options for moving forward. As a first step, staff
assessed the current market conditions and conducted a survey similar requests for proposal
(RFPs)from the last year. Staff has reviewed the results of five(5) recently conducted RFPs
and noticed a substantial upswing in the market prices for street sweeping services. This
review of the current market conditions has forecasted a potential rate increase of 31%to
82%based on similar RFP results throughout Southern California.
Athens Services, the City's current contactor, has contacted staff with an offer for a new
contract. The offer,while higher than the City's current rate, is at the low end of the current
market prices. Athens Services has indicated that this offered rate is dependent upon a
negotiated contract renewal and is not indicative of the rate that should be expected in a
competitive RFP.
Recommendation: That the City Council authorize the City Manager to enter into a contract
with Athens Services for street sweeping services at an annual cost of$218,400 for a period
of three years, with the option to renew for two additional years.
C. Water Conservation Measurers Ordinance and Resolution
On November 10, 2014 the City Council adopted Resolution 2014-57 implementing Phase II
water shortage conservation measures. Subsequently,on April 1, 2015 Governor Brown
issued an executive order'mandating additional water conservation of 25%statewide
compared to 2013 usage figures. Based upon the additional mandates, the City's current
Phase II restrictions are not sufficient and the City's current code section 13.04.060
regulating Phase Ill restrictions also are not sufficient.Therefore, Urgency Ordinance No.
953 is being presented to completely amend code section 13.04.060 to ensure compliance
with the Governor's mandate and the intended response of the six(6)water companies that
supply water to Rosemead.Additionally, Resolution 2015-24 has been drafted to implement
the two days per week irrigation restrictions mandated under Phase Ill.
Staff is also seeking direction from the City Council regarding the proposed landscape and
water use plan for City facilities.This plan has been developed in an effort to meet the 25%
water conservation target established by the Governor while maintaining,to the greatest
extent possible, the City's valuable parks and open spaces.
