SUBJECT: TRAFFIC SIGNAL IMPROVEMENTS PROJECT-
MISSION DRIVE AND WALNUT GROVE AVENUE
SUMMARY
Included in the proposed Fiscal Year 2015 -16 Capital Improvement Program (CIP)
Budget is a project that will undertake improvements to the traffic signal at the
intersection of Walnut Grove Avenue and Mission Drive. The existing conduit is
undersized causing shorts in the traffic signal wiring, which occasionally results in traffic
signal outages. These shorts and outages are unpredictable which has led to signal
outages and frequent repair work. It has been determined that the entire conduit needs
to be replaced with a larger conduit to ensure proper operation of the signal and plans
and specifications have been developed for the project.
Although funding will not be available until July 1, 2015 as a part of the 2015 -16 CIP
Budget, staff has conducted a public bid for this project and is ready for the contractor to
mobilize so that work may begin in early July.
Staff Recommendation
It is recommended that the City Council:
1. Approved the plans and specifications for the Traffic Signal Improvements
Project, Mission Drive and Walnut Grove Avenue; and.
2. Award a contract to California Professional Engineering, Inc. in an amount of
$97,887.99 and authorize a contingency amount of $15,000.00 (approximately
15 %) to cover the costs of any unforeseen construction expenses.
DISCUSSION
Ongoing maintenance issues with the traffic signal at the intersection of Walnut Grove
Avenue and Mission Drive have caused staff to determine that the existing conduit is
undersized. The undersized conduit causes wiring in the traffic signal to short which
results in the traffic signal malfunctioning. It has been determined that in order for the
signal to operate properly, the existing conduit must be replaced with a larger conduit.
Additionally, while the contractor is performing these upgrades, the project includes the
installation of a video detection system and other traffic signal improvements.

A Notice Inviting Bids was published in local newspapers and trade publications on April
30th and May 7th, 2015. Sealed bids were received in the Office of the City Clerk until
10:30 a.m. on Wednesday, May 13, 2015. At 11:00 a.m. on May 13, 2015, the City
Clerk publicly opened and read two (2) sealed bids with the following result:

Staff has reviewed the proposals, backgrounds, and recent projects of California
Professional Engineering, Inc. and has found them to be the lowest responsive bidder to
complete this project. California Professional Engineering, Inc. .has performed similar
projects for a number of public agencies including the Cities of Downey and La Puente
and the County of Los Angeles.
FINANCIAL REVIEW
Funding for this project is included in the proposed Fiscal Year 2015-16 Capital
• Improvement Program Budget in the amount of $150,000. The source of the funding is
the Street Lighting District Funds.
