PUBLIC HEARING A. Municipal Code Amendment 15.02 Amending Chapters 17.04 and 17.72 of Title 17 of the City of Rosemead Municipal Code Relating to Regulations for Nonconforming Uses, Structures, Lots, and Parking Facilities MCA 15 -02 is a City initiated amendment to revise Title 17 (Zoning) of the Rosemead Municipal Code to modify several regulations for nonconforming uses, structures, lots, and parking facilities. It was originally drafted and presented to the Planning Commission for the purpose of allowing the addition of new conforming residential structures on R -1 (Single - family Residential) and R -2 (Light Multiple Residential) lots that include existing legal nonconforming structures. However, after final discussion at the May 18, 2015 meeting, the Commission recommended that the City Council ADOPT Ordinance 951, approving MCA 15- 02 without the proposed standards allowing the addition of new residential structures on properties with existing legal nonconforming structures. On June 9, 2015, the City Council conducted a public hearing for MCA 15 -02. Upon hearing written and oral testimony, the City Council continued the public hearing to the June 23, 2015 meeting, and directed staff to bring back a revised ordinance to allow the addition of new conforming residential structures on R -1 and R -2 lots that include legal nonconforming structures subject to existing residential density limitations and the approval of a Minor Exception application by the Planning Commission. The Council also added a standard that would require notarized written consent from all property owners of the lots abutting the subject project site. Recommendation: That the City Council: 1. Approve the Negative Declaration of Environmental Impacts finding that the project will not have a significant adverse effect on the environment; and 2. Claims and Demands • Resolution No.2015 -39 Recommendation: to approve Resolution No. 2015 — 39, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $1,509,616.15 NUMBERED 89001 THROUGH 89160 INCLUSIVELY • Resolution No. 2015 —13 Recommendation: to approve Resolution No. 2015 —13, entitled: A RESOLUTION OF THE CITY OF ROSEMEAD AS THE SUCCESSOR AGENCY OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $1,166.50 NUMBERED 10131 B. Authorization to Attend the International City Management Association Conference — September 27th — 30th — Seattle, Washington The City Council will consider authorization for attendance to the International City Management Association Conference (ICMA) in Seattle, Washington on September 27th — September 30th. Recommendation: That the City Council authorize the attendance by the Assistant City Manager at City expense. C. Crossing Guard Services — Amendment to Agreement with All City Management Services, Inc., and Annual Cost Sharing Agreements with School Districts The City Council will consider: 1.) an amendment to the agreement with All City Management Services, Inc. for an additional two years of crossing guard services near local public schools; and 2.) annual cost sharing agreements with the Rosemead School District and the Garvey School District for crossing guard services for the upcoming 2015 -16 fiscal year. Funds to cover the City's share of the annual costs, which total approximately $65,500, are contained in the City's 2015 -16 Fiscal Year Budget. Page 4 of 7 ROSEMEAD CITY COUNCIL AND THE SUCCESSOR AGENCY OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA JUNE 23, 2015 Recommendation: That the City Council authorize the City Manager to: Execute and Amendment to an Agreement with All City Management Services, Inc. through June 30, 2017; and 2. Execute cost sharing agreements with the Rosemead School District and the Garvey School District in funding the crossing guard services for the 2015 -16 fiscal year. D. School Resource Officer Program Funding The City currently contracts with the Los Angeles County Sheriffs Department for a Special Assignment Deputy that is assigned to Rosemead High School as a School Resource Officer (SRO). The El Monte Union High School District currently shares the cost of the SRO with the City for hours that the SRO is assigned to the school; however, the agreement must be renewed by both the City and School District. Funding is included in the 2015 -16 Budget to cover the City's portion of the agreement. Recommendation: That the City Council approve the agreement with the El Monte Union High School District for assistance in funding the SRO position. E. Installation of Additional Red Curb at Hellman Avenue and Isabel Avenue At its meeting on June 4, 2015, the Traffic Commission reviewed conditions at the intersection of Hellman Avenue and Isabel Avenue and recommended the installation of additional red curbing, approximately 45 feet, on the southwest corner of the intersection. Staff reviewed the request with traffic engineering consultant and recommended that additional parking restrictions (red curbing) be added to the southwest corner of Hellman Avenue at Isabel Avenue to improve visibility for motorists, especially those turning from Isabel Avenue to Hellman Avenue. Recommendation: That the City Council approve the Traffic Commission's recommendation to extend existing red curbing an additional 45 feet (approximately) on the southwest corner of Hellman Avenue at Isabel Avenue. Review of Traffic Calming Improvements at Hellman Avenue At the Traffic Commission meeting on June 4, 2015, the Commission reviewed and discussed the traffic conditions along Hellman Avenue and proposed traffic calming measures to be implemented. Staff had received multiple requests from residents regarding traffic conditions along Hellman Avenue, mostly pertaining to vehicle speeds and difficulty entering and exiting driveways along Hellman Avenue. Staff worked with a traffic engineer to review the conditions along Hellman Avenue and a number of improvements, including signage and striping, were recommended. The Traffic Commission reviewed and approved staff's recommendation to complete striping and signage improvements along Hellman Avenue, Page 5 of 7 ROSEMEAD CITY COUNCIL AND THE SUCCESSOR AGENCY OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA JUNE 23, 2015 Recommendation: That the City Council approve the Traffic Commission's recommendation of improved signage and striping along Hellman Avenue. 6. MATTERS FROM CITY MANAGER & STAFF A. Proposed Agreement with San Gabriel Valley Humane Society for Animal Shelter and Care Services The City Council will consider an agreement with the San Gabriel Valley Humane Society (SGV Humane Society) for kenneling and other animal related services to supplement the animal control services provided by the City's Public Safety Department. The private, non- profit SGV Humane Society operates full- service animal shelter and care services at its facility on Grand Avenue in San Gabriel immediately adjacent to Rosemead's northern border. The new contractual relationship would replace an existing agreement with Los Angeles County Department of Animal Care and Control shelter located in Baldwin Park. Contracting with the SGV Humane Society in San Gabriel would enhance efficiency and productivity of City employees that perform animal control duties, and it would provide for improved accessibility and convenience for residents who currently have to travel to Baldwin Park. The City's proposed budget for the upcoming 2015 -16 fiscal year includes an allocation of $85,000 to cover the cost of the agreement. Recommendation: That the City Council approve a two -year agreement with the San Gabriel Valley Humane Society effective July 1, 2015; and authorize the termination of the existing agreement with Los Angeles County Department of Animal Care and Control. B. Proposal for Rosemead Farmer's Market City Council and the community have long expressed a desire for a Farmer's Market in Rosemead. The completion of the Civic Center Plaza and expanded parking have resulted in the creation of a good location to facilitate such an event. The City recently received a proposal from Green Leaf Events, Inc, to host a weekly Farmer's Market for a trial period of six months beginning in July, 2015. The Farmer's Market would operate on Mondays, 4:00 — 8:00 p.m., and would include food vendors, food trucks, artisans, commercial vendors, children's rides, and live entertainment. Recommendation: That the City Council Authorize the City Manager to execute an agreement with Green Leaf Events, Inc. to host a weekly Farmer's Market in the Civic Center Plaza on Mondays, 4:00 — 8:00 p.m. for a trial period of six months at no cost to the City for event operations. 7.
