Section 9.32.060 states that"each proposed plan shall be accompanied by a processing fee in an amount as set by resolution of the City Council. No proposed plan shall be accepted for filing and processing by the Planning Division unless accompanied by the processing fee established by the City Council." Since this entire process was new and City staff was unsure of the time involved to review the plans, a fee was not immediately established. Now that the Planning Division has been working with businesses to receive and review shopping cart retrieval and containment plans, it's been determined that these plans require a significant amount of staff time and cost recovery in full is likely not feasible. Full cost Page 3 of 6 ROSEMEAD CITY COUNCIL,HOUSING DEVELOPMENT CORPORATION AND THE SUCCESSOR AGENCY OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA JULY 14,2015 recovery for the review and approval of these plans would be in excess of$500.
