C. Quarterly Interim Financial Update for the Quarter Ended September 30, 2015
The Finance Committee met and reviewed the City of Rosemead Quarterly Financial Update
for the Quarter Ended September 30, 2015. The Treasurer's Reports of Cash and
Investments for the City, the Rosemead Housing Development Corporation, and the
Rosemead Successor Agency at September 30, 2015 were also reviewed by the Committee.
It should also be noted that the reports for the Fiscal Year ended June 30, 2015 are currently
being prepared and reviewed by the City's auditor and should be available in early January
2016.
Recommendation: That the City Council receive and file the Financial Update report and
the Treasurer's Reports of Cash and Investments
D. Ordinance No. 955—Second Reading: Municipal Code Amendment 15-05—Adoption
of Amended Fireworks Ordinance
On September 22, 2015, the City Council introduced Ordinance No. 955, amending On its
entirety) Chapter 8.28 of the City's Health and Safety Code (Title 8 of the Rosemead
Municipal Code)entitled Fireworks. Ordinance No. 955 is now before Council at the required
second reading for adoption.
Recommendation: That the City Council adopt Ordinance No. 955 at its second reading.
E. Ordinance No.958—Second Reading—Amendment to Municipal Code 12.44.050
Prohibition of Smoking in Public Parks
On October 13, 2015, the City Council introduced on first reading, Ordinance No. 958,
amending Section A of Chapter 12.44.050 relating to the prohibition of smoking in public
parks. Ordinance No. 958 expands the prohibition against smoking in city parks, on
playgrounds, and at recreation centers to include marijuana or other substances and vaping.
Recommendation: That the City Council adopt on second reading, Ordinance No. 958
amending Rosemead Municipal Code Chapter 12.44.050 Section A regarding the Prohibition
of Smoking in Public Parks

A. City Manager Recruitment Process
The City Manager has announced plans to retire at the end of January 2016. The City
Council will consider options for the recruitment process to fill this leadership position, which
include: 1)conduct an in-house recruitment effort coordinated by the City's Human

Recommendation That the City Council authorize the City Manager to execute and
agreement with an executive search firm.
