Staff recommends the award of contract to the lowest bidder; Kasa Construction, Inc. Kasa Construction, Inc. is a well-regarded general engineering contractor that has completed major road reconstruction projects for many public agencies in Southern California. Kasa Construction, Inc. has worked on the City of Rosemead Projects previously; one of these projects was the Walnut Grove Median Beautification Project in 2010. Because of the low bid prices and available funding in the budget, it is recommended that the City Council award Alternate Bid Item No. 1 in addition to the Base Bid. Alternate Bid Item No. 1 includes the installation of 8 -foot wide synthetic surface pedestrian trail similar to Rosemead Park and Zapopan Park FISCAL IMPACT The adopted FY 16-17 Budget contains a total of $1,520,000 in grants, Street Lighting District, TDA, and General funds for the Jay Imperial Park Project. Park Plaice showcases homes by industry leading honiebuilders, KB Home, TRI Pointe Ilornes, Ryland Homes aad Woodside Homes. The CFD improvements completed by DASA Construction included Celebration Park (a 6 acre public park) and Merrill Avenue landscape improvements with total costs in excess of $5,000,000. KASA Construction was aggressive in their bidding for Celebration Park and were approximately 14% lower than the second place bird. The Park Place Grand Opening took place on November 8, 2014 and over 4,000 people attended the opening celebration which included the viewing of 18 beautifully appointed model homes and a tour of the Parldiouse (a spectacular 14,5008F recreation center). The Grand Opening also included live entertainment and food service in Celebration Park.
