MANIS, CITY MANAGER�,,N DATE: MARCH 28, 2017 SUBJECT: OUT OF STATE CONFERENCE EXPENDITURE REIMBURSEMENT SUMMARY Mayor Pro Tem Low recently participate in a National League of Cities (NLC) — Annual Constituency Group Presidents Leadership Meeting. She attended this meeting in Washington D.C. on February 8th through February 9th, 2017. The meeting agenda is attached. The lodging and flight expenses for this meeting were paid for by the NLC, however staff was informed by an NLC representative after the event took place that transportation and meal expenses of $89.36 did not qualify for reimbursement. Rosemead's Municipal Code 2.04.020 states that any Councilmember shall be reimbursed for the necessary and actual expenses incurred in the performance of official duties and that all expenses must be verified and documented. The City's Travel Policy #20-02 states that the following expenses require prior Council approval: "International and out of State travel except to an adjacent State." STAFF RECOMMENDATION That the City Council approve the expenses incurred by Mayor Pro Tem Low at the NLC meeting and reimburse her for these expenses. FISCAL IMPACT The Expense and Use of Public Resources Policy, adopted by City Council Resolution No. 2005- 47, requires prior City Council approval for out-of-state travel beyond an adjacent state.
