City Council Meeting Minutes Recommendation: That the City Council approve the minutes from the regular meeting on June 13, 2017 and the special meeting on June 19, 2017. C. Landscape Maintenance Services for City Parks, Facilities and. Public Right-of- Way: Award of Contract The existing contract for landscape services with LandCare expired on March 31. 2017. The City has continued to work with LandCare on a month-to-month basis. The services in this contract include turf mowing, turf edging and blowing, turf aeration, weed eradication, and general cleanup for City parks, facilities and the public right-of-way. Request for Proposals (RFP 2017-07) were solicited and on May 31, 2017. three (3) proposals were received. Staff reviewed the proposals for completeness, understanding of scope of work. methodology, experience, and proposed cost. Recommendation: That the City Council authorize the City Manager to enter into a contract with Mariposa Landscape, Inc. for a fixed annual cost of$246,288 for the first two (2) years, with an option of three (3) one-year extensions. D. Probation Officer Contract Renewal The City currently contracts with the Los Angeles County Probation Department for one Deputy Probation Officer (DPO) for juvenile prevention and intervention programs. The DPO works full-time with Rosemead youth who have been identified as at-risk or arrested for minor criminal offenses. These juveniles may 3 City Council and the Successor Agency to the Rosemead Community Development Commission Special&Joint Meeting Agenda June 27,2017 have problems ranging from school performance and attendance to vandalism,theft and drug arrests.The DPO's authority allows him to work closely with the juveniles and their families to implement a variety of programs and services to help correct their behavior. Staff believes that thc DPO is an important part of our overall public safety strategy and highly recommends that the City continue this program. Attached is the agreement to provide a Prevention and Intervention Program Deputy Probation Officer for the City of Rosemead. The agreement shall be effective from July 1, 2017, through June 30, 2018, with a total cost of$82,000. Recommendation: That the City Council approve the agreement with the Los Angeles County Probation Department and authorize the City Manager to sign any necessary documentation. E. School Resource Officer Program Funding The City currently contracts with the Los Angeles County Sheriff's Department for a Special Assignment Deputy that is assigned to Rosemead I sigh School as a School Resource Officer (SRO). The El Monte Union High School District currently shares the cost of the SRO with thc City for the hours that the SRO is assigned to the School; however, the agreement must be renewed by both the City and the School District. City staff has included the necessary funding in the 2017/18 Budget to cover the City's portion of the agreement. Recommendation: That the City Council approve the agreement with the El Monte Union High School District for assistance in funding the SRO position in the amount of$98,841 F. Adoption of the City of Rosemead's Fiscal Year 2017-18 Appropriation Limit Article XIIIB of the Constitution of the State of California was enacted by a vote of the people as Proposition 4 (the Gann Initiative) in November 1979. This law limits the level of most appropriations from tax sources that the state and most local government entities are permitted to make in any given year. It also requires that annually,each governmental unit calculate its Appropriations limit and adopt it by Resolution prior to the beginning of the fiscal year(FY) under consideration. The City of Rosemead's Appropriations Limit and Appropriations Subject to the Limit were both calculated in accordance with guidelines issued by the League of California Cities. Utilization of this approach facilitates the annual review requirement. The results of these calculations are: Appropriations Limit for FY 2018 $46,394,423 Appropriations Subject to the Limit 17,284,289 Amount under Limit $29,110,134 4 City Council and the Successor Agency to the Rosemead Community Development Commission Special&Joint Meeting Agenda June 27,2017 Recommendation: That the City Council adopt Resolution No. 2017-25 approving the FY 2017-18 Appropriation Limit according to Article XIII-B (Gann Initiative) of the Constitution of the State of California. G. Safe Routes to School Program, Savannah Elementary: Award of Contract As a part of the City's Fiscal Year 2016-17 Capital Improvement Program,the City Council approved the "Safe Routes to School Program: Savannah Elementary," which consists of the construction of sidewalks, installation of new LED stop signs. striping and flashing beacon in-pavement cross walk at the intersection of Fern Avenue and Del Mar Avenue. As a part of the Federal Safe Routes to School (SRTS) program, the City applied for and was awarded competitive grant funding which is aimed at improving pedestrian safety and mobility. Grant funds were awarded to the City in the amount of$702,000.00. Recommendation: That the City Council: 1. Approve the plans and specifications for the Safe Routes to School Program, Savannah Elementary; and, 2. Authorize the City Manager to enter into a contract with Green Giant Landscape Inc. in the amount of$660,640.00 and authorize a contingency in the amount of $ 66,000.00 (Approximately 10%) to cover the cost of any unforeseen construction expenses. H. Installation of Reb Curb—East Side of the Driveway Apron at 8849 Mission Drive At the February 2, 2017, Traffic Commission meeting, the Commission reviewed conditions for the residence at 8849 Mission Drive and recommended the installation of red curbing, approximately 2-feet, on the east side of the driveway apron. The Traffic Commission received a request from the resident at 8849 Mission Drive to review conditions in this area since vehicles parking along the curb tend to encroach into his driveway, making it difficult for him to turn right into his driveway, when coming westbound on Mission Drive. Staff reviewed the request with a traffic engineering consultant and recommended that 2-feet of red curbing be added on the east side of the driveway apron at 8849 Mission Drive to prevent vehicles from encroaching into the resident's driveway without affecting the number of parking spaces. Recommendation: It is recommended that the City Council approve the Traffic Commission's recommendation to paint 2-feet of red curb on the east side of the driveway apron at 8849 Mission Drive. I. Installation of Reb Curb—Rockhold Avenue and Marshall Street At the February 2, 2017, Traffic Commission meeting, the Commission reviewed conditions at the intersection of Rockhold Avenue and Marshall Street. The Commission recommended the installation of red curbing, approximately 20-feet, 5 City Council and the Successor Agency to the Rosemead Community Development Commission Special&Joint Meeting Agenda June 27.2017 on the southeast and southwest corners of the intersection. The Traffic Commission received a request from a resident to review conditions in this area due to concerns about the lack of visibility created by vehicles parked along the south side of the curb on Marshall Street, near the intersection, for drivers traveling northbound on Rockhold Avenue making a left or right turn onto Marshall Street. Staff reviewed the request with a traffic engineering consultant and recommended that 20-feet of red curbing be added on the southeast and southwest corners of the Rockhold Avenue and Marshall Street intersection along the south side of Marshall Street to increase the sight visibility for vehicles turning onto Marshall Street. Recommendation: It is recommended that the City Council approve the Traffic Commission's recommendation to paint 20-feet of red curb on the southeast and southwest corners of the Rockhold Avenue and Marshall Street intersection along the south side of Marshall Street. J. Approval of Parcel Map No. 74334—9352 & 9354 Valley Blvd Parcel Map No. 74334 is being submitted for consideration and approval subsequent to the recordation of the parcel map. Recommendation: It is recommended that the City Council approve Parcel Map No. 74334 and direct the City Clerk to arrange for the recordation of the map. 6. MATTERS FROM CITY MANAGER& STAFF A. Chamber of Commerce Funding Request The Rosemead Chamber of Commerce is requesting funding from the City. At the February 14, 2017. City Council meeting, the Chamber of Commerce presented a PowerPoint presentation of their proposed business plan. The Chamber of Commerce was asked to come back with additional details to address the City Council's questions and comments. Recommendation: It is recommended that the City Council discuss and provide direction to staff. B. Annual Comprehensive Fee Resolution Update The City provides various "individualized" services (i.e., inspections, permits, variances, etc.) that are not of general benefit. Many of these services have been provided at a city cost greater than the price being charged for them thus,resulting in the subsidies of the remaining costs of service from the general taxpayers. As a matter of routine fee maintenance and to keep pace with increasing costs of individualized services, the fees charged to users need to be reviewed on a regular basis, preferably each year. 6 City Council and the Successor Agency to the Rosemead Community Development Commission Special&Joint Meeting Agenda June 27,2017 Staff presented the Annual Comprehensive Fee Report to the City Council on the June 13, 2017, City Council meeting. At City Council's request, staff is returning with a revised Annual Comprehensive Fee Resolution Update. Recommendation: It is recommended that the City Council approve Resolution No. 2017-22"Annual Comprehensive Fee Schedule." C. Adoption of the Fiscal Year 2017-18 Operating and Capital Improvement Budget The City Council will consider the adoption of the City's Fiscal Year(FY) 2017/18 Operating and Capital Improvement Budget, which provides for total appropriations of $32,195,700. The General Fund operating budget of $22,162,400, is balanced with a small surplus for the upcoming year. Consequently,a full scope of services to residents will be continued without service reductions. Recommendation: It is recommended that the City Council take the following actions: 1. Adopt Resolution 2017-26 approving the City of Rosemead's Operating and Capital Improvement Budget for the 2017/18 Fiscal Year. 2. Adopt Resolution 2017-27 approving the Housing Development Corporation's Operating and Capital Improvement Budget for the 2017/18 Fiscal Year. D. Consideration of Senate Bill 415 and Consolidation with a Statewide Election Date Senate Bill 415(SB 415),is also known as the California Voter Participation Rights Act. SB 415 amended the State Elections Code pertaining to municipal election dates. The bill requires cities that currently hold standalone municipal elections, to change their election dates to coincide with statewide election dates, unless voter turnout rates for past standalone elections meet a certain threshold. Recommendation: That the City Council discuss the options available and provide direction to staff 7. MATTERS FROM MAYOR& CITY COUNCIL A. City Council Comments 8.
