SUBJECT: GARVEY AVENUE SPECIFIC PLAN AD HOC COMMITTEE VACANCY
SUMMARY
The Garvey Avenue Specific Plan Ad Hoc Committee currently has a vacancy as Joanne
Russell -Chavez did not reapply for appointment to the Traffic Commission. At the GASP Ad
Hoc Committee meeting on July 24, 2017, the Committee directed staff to survey the Traffic
Commission for their interest and availability to serve on the GASP Ad Hoc Committee.
STAFF RECOMMENDATION
It is recommended that the City Council select a Traffic Commissioner to fill the vacancy for the
GASP Ad Hoc Committee Member.
On May 13, 2014, the City Council authorized the City Manager to execute a professional
service agreement with Moore Iacofano Goltsman, Inc. (MIG) for the Garvey Avenue Specific
Plan (GASP) and Environmental Impact Report (EIR) project. The preparation of a specific plan
encompassing a large portion of the Garvey Avenue corridor will require the collection and
analysis of significant amounts of detailed data, as well as technical environmental studies.
Close collaboration between City staff, an expert land use consultant, and an appointed sub-
committee will be essential to achieve a plan that strengthens the image, identity, and sense of
place of one of the City's prominent commercial corridors. At the City Council meeting on
December 10, 2013, two members from the City Council, Bill Alarcon and Polly Low, were
appointed to the GASP Ad Hoc Committee. Staff was further directed to survey the Planning
Commission, Traffic Commission, and the Beautification Committee Members for their interest
and availability to serve. The formation of the GASP Ad Hoc Committee was complete with
Planning Commissioner John Tang, Traffic Commissioner Joanne Russell -Chavez, and
Beautification Committee Member Brian Lewin.
In 2015, Council Member Alarcon requested to vacate his position on the GASP Ad Hoc
Committee and Council Member Ly filled the vacancy as a member from the City Council.

Currently, there is a Committee vacancy from the Traffic Commission as Joanne Russell -Chavez
did not reapply for appointment to the Traffic Commission. At the GASP Ad Hoc Committee
meeting on July 24, 2017, the Committee directed staff to survey the Traffic Commission for
their interest and availability to serve on the GASP Ad Hoc Committee. On July 24, 2017, staff
surveyed the Traffic Commission via email and requested a response by July 31, 2017. Traffic
Commissioners James Berry and Roderick Omelas submitted their interest on or before July 31,
2017. On August 2, 2017, staff received interest from Traffic Commissioner Edward Quintanilla.
