Mayor Pro Tem Ly would like to discuss the position on clean trucks at the Ports of Los Angeles and Long Beach. STAFF RECOMMENDATION Discuss and provide direction to staff. Prepared by: 8 Marc Donohue, City Clerk Attachment: Resolution No. 2017-51 ITEM NUMBER: Attachment Resolution No. 2017-51 RESOLUTION NO. 2017-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, IN SUPPORT OF CLEAN TRUCKS AT THE PORTS OF LOS ANGELES AND LONG BEACH WHEREAS, The Rosemead City Council supports the efforts by The Port of Los Angeles and The Port of Long Beach (Ports) to update the Clean Air Action Plan (CAAP) to further their leadership in environmental stewardship, the San Pedro Bay Ports deserve recognition for the achievements that have been made since the first CAAP was launched a decade ago. However, we should not and cannot rest on these past accomplishments because our collective work is far from finished. Our residents continue to suffer from the worst air pollution levels in the nation, and we need to reduce greenhouse gas emissions immediately to combat climate change especially in light of the US withdrawal from the Paris Climate Accord; and WHEREAS, Long Beach Mayor Garcia has signed a joint proclamation with Los Angeles Mayor Garcetti that sets the aspirational goal of achieving zero emissions from the San Pedro Bay Ports, we support this visionary goal and look forward to the day when the Ports have zero emissions. We also agree that progress towards this goal must begin immediately. We must not lose sight of the urgent need to take action today with cleaning up the diesel truck fleet that serves the port. Air pollution and greenhouse gasses must be reduced immediately to protect the health of our citizens and our planet. We simply cannot afford to wait. The next generations of children born in Southern California deserve better and depend on us to establish a clean air legacy for their futures; and WHEREAS, Heavy duty trucks are essential to the success of the Ports and the related benefits of jobs and economic opportunity, these trucks travel through freeway -adjacent communities throughout Southern California, including Rosemead spewing diesel emissions that cause asthma, shortness of breath, chronic obstructive pulmonary disease, and many other health ailments. We support a bold new vision for heavy duty trucks that service the Port now that clean technologies with zero emissions and equivalent to zero emissions are coming to market. We therefore should adopt policies that will bring immediate clean air benefits to our communities by transitioning the trucks that operate in the Ports today to clean technologies available today; and WHEREAS, This policy will take advantage of technologies that are available today while paving the way for other technologies to enter the market at their own pace, the clean trucks embraced under this policy should meet a standard requiring at least a 90% reduction in NOx emissions compared to the current EPA standard and be powered by renewable fuel that reduces greenhouse gas emissions by at least 40% compared to diesel fuel. WHEREAS, Southern California has risen to prominence both nationally and internationally, we are a destination for businesses, tourism, conventions, education, and the arts. Southern California is alive with development and economic opportunities. Soon we will be hosting the Olympic Games. Our identity includes the Ports but also encompasses a dynamic, diverse, and thriving community. We can achieve clean air and demonstrate environmental stewardship as part of our identity. To this end, we strongly recommend that the updated CAAP be bold through the rapid transition toward a clean truck fleet by 2023. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD, DOES HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. The City Council and the people of the City of Rosemead hereby declare its recommendation to the Port of Los Angeles and the Port of Long Beach to adopt a bold yet practical CAAP that begins the transition to clean trucks in 2018 and completes the transition by 2023. SECTION 2. The City Clerk shall certify to the adoption of this resolution and hereafter the same shall be in full force and effect. PASSED, APPROVED, AND ADOPTED this 12t' day of September, 2017.
