MANIS, CITY MANAGER DATE: NOVEMBER 14, 2017 SUBJECT: ROSEMEAD BOULEVARD HIGHWAY SAFETY IMPROVEMENT PROGRAM — STATUS REPORT SUMMARY As part of the City's Fiscal Year 2010-11 Capital Improvement Program, the City Council approved a Highway Safety Improvement Program (HSIP) project that involves traffic safety and calming enhancements along Rosemead Boulevard from the Union Pacific Railroad Underpass (North City limit) to Mission Drive. This project is funded primarily through the State of California HSIP Program, with a total approved grant of approximately $454,000 and required City matching contribution of approximately $58,000, for a total grant of approximately $512,000. The projects original scope of work included the installation of wider crosswalks, pedestrian lighting, landscaped parkways, new traffic safety striping, a bike lane, signage, countdown pedestrian signals, and traffic signal improvements. Since Rosemead Boulevard is a State- owned highway, the project requires an encroachment permit from Caltrans prior construction. As a result, Caltrans has eliminated most of the original proposed items and is only allowing the installation of sidewalks and minor traffic modifications at the intersection of Mission Drive and Valley Boulevard, along Rosemead Boulevard. DISCUSSION On September 12, 2017, staff held a workshop updating the City Council on the scheduling, scope of work, and chronological events for the HSIP project. In the process of obtaining the encroachment permit, Caltrans eliminated most of the proposed beautification items, and conditioned only sidewalk and minor traffic signal upgrades. In addition, during the workshop, the City Council was informed that Caltrans had closed the initial encroachment permit due to the excess time in was taking the City to obtain approval. Therefore, staff requested directions from the City Council on how the proceed with the project. City Council directed staff to proceed with the project and continue with encroachment permit application. ITEM NUMBER: City Council Meeting November 14, 2017 Page 2 of 2 On September 20, 2017, staff contacted Caltrans to request an expedited review of the new application, as well as requesting that they accept the current plans without having to do a complete resubmittal. On October 25, 2017, Caltrans agreed to accept the encroachment permit application and plans electronically, and conduct a courtesy review to expedite the process. At this time, staff has not received any comments from Caltrans. Staff is very optimistic in this process and expecting to break ground as planned by late spring. STAFF RECOMMENDATION It is recommended that the City Council receive and file this report. FISCAL IMPACT Funding for this project was approved Capital Improvement Program Budget grant from the State of California improvements. ENVIRONMENTAL REVIEW by the City Council as part of the City's FY 2010-11 and carried over to FY 2017-2018.
