MANIS, CITY MANAGER/ DATE: DECEMBER 12, 2017 SUBJECT: ROSEMEAD BOULEVARD HIGHWAY SAFETY IMPROVEMENT PROGRAM SUMMARY As part of the City's Fiscal Year 2010-11 Capital Improvement Program, the City Council approved a Highway Safety Improvement Program (HSIP) project, which involves traffic safety and calming enhancements along Rosemead Boulevard from the Union Pacific Railroad Underpass/North City limit to Mission Drive. This project is funded primarily through the State of California HSIP Program with a total approximated approved grant of $454,000 and required City matching contribution of approximate $58,000, for a total project approximation of $512,000. The project's original scope of works included the installation of wider crosswalks, pedestrian lighting, landscaped parkways, new traffic safety striping, a bike lane, signage, countdown pedestrian signals, and traffic signal improvements. Since Rosemead Boulevard is a State- owned highway, the project requires an encroachment permit from Caltrans prior to construction. Unfortunately, through the submittal of the encroachment permit application, Caltrans eliminated most of the originally proposed items and approved only the installation of the sidewalk and minor traffic modifications at the intersection of Mission Drive and Valley Boulevard along Rosemead Boulevard. On September 12, 2017, staff presented the City Council with an update on the Rosemead Boulevard HSIP project. Staff discussed the schedule, scope of work, and a chronological listing of events for the project, including Caltrans elimination of most of the proposed beautification items and only approved sidewalk and minor traffic modifications. In addition, staff informed the City Council that Caltrans had closed out the encroachment permit due to a delay in the project and a new application would have to be submitted by the City. At that time, staff requested directions from the City Council on how to proceed with the project. The City Council directed City staff to proceed with the project, submit a new encroachment permit application, determine the new proposed cost estimate, and report back to the City Council for further direction. ITEM NUMBER: 75- City Council Meeting December 12, 2017 Page 2 of 3 Originally, the Rosemead Boulevard HSIP project was projected to cost a total of $512,000 and was being funded by a State HSIP grant of $454,000 and a local City match of $58,000. Since this time, some funding from both the HSIP and local City match has been expended on this project. Currently, the approved Fiscal Year 2017-18 Budget has an allocation amount of $513,900, as shown below. On October 25, 2017, Caltrans agreed to accept the encroachment application and plans electronically, and conduct a courtesy review to expedite the process. On November 20, 2017, staff received comments from Caltrans indicating that drought restrictions are no longer being enforced and the City may now include landscaping on the existing median only. The following is a comparison of engineering cost estimates with and without landscaping. City Council Meeting December 12, 2017 Page 3 of 3 STAFF RECOMMENDATION It is recommended that the City Council provide direction on how they would like to proceed with the Rosemead Boulevard HSIP project. FISCAL IMPACT The approved Fiscal Year 2017-18 Budget contains a total of $513,000 ($83,900 in Lighting District funds and the $430,000 grant from the State of California HSIP Program) for the Rosemead Boulevard HSIP project. Depending on City Council's direction, any additional appropriations would be requested to be funded from Measure R funds. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.
