CC - Item 5B - Request to Install White Curb E M Ks ° ROSEMEAD CITY COUNCIL CIVIC PRIDE STAFF REPORT R)'* ^,� .07 DRPORATEo,gni TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BRAD MCKINNEY, ACTING CITY MANAGER DATE: JANUARY 9, 2018 SUBJECT: REQUEST TO INSTALL WHITE CURB AT WILLARD ELEMENTARY SCHOOL SUMMARY The Traffic Commission received a request from the Superintendent of the Garvey School District, Anita Chu, on behalf of the Principal of Willard Elementary School, Michelle Collaso, to remove the green curb in front of the school and, instead, install a white curb for a loading and unloading zone. DISCUSSION Willard Elementary School is located on the east side of Willard Avenue. There are two parking lots with the staff parking lot just south of the main school building and the parent/visitor parking lot, which is also utilized as a drop-off/pick-up zone, south of the staff parking lot. Willard Avenue is considered a local street that is approximately 35-feet wide and has a posted speed limit sign of 25 miles per hour for northbound traffic. There is one lane in each direction with a marked center line starting at the approach to the intersection of Dorothy Street and Rockhold Avenue. Parking is permitted on the west side of Willard Avenue with loading zones, and green and red curbs along the front of the school site on the east side of Willard Avenue. Land use along Willard Avenue is primarily medium density residential with public facilities. STAFF RECOMMENDATION It is recommended that the City Council approve the Traffic Commission's recommendation to remove the green curb in front of Willard Elementary School and, instead, install approximately 50-feet of white curb for a loading and unloading zone.
