TRIPEPI, CITY MANAGER DATE: JANUARY 19, 1999 RE: RESOLUTION NO. 99-3 - ENDORSING THE FORMATION OF AN EXPANDED FOOTHILL TRANSIT ZONE AND FUNDING THE CITY OF ROSEMEAD'S SHARE OF THE GUIDELINE APPLICATION PROCESS On December 15. 1998, Nick Conway, Executive Director of the San Gabriel Valley Council of Governments, made a presentation to the City Council regarding the City of Rosemead's participation in the amended application to the MTA to expand the Foothill Transit Zone. Attached is Resolution No. 99-3 endorsing the expansion of the Foothill Transit Zone and funding the City of Rosemead's share of the analysis required. Rosemead is one of nine cities included in the zone application. Our share for the cost of the bus zone study, analysis and application to the MTA for the expansion of the Foothill Transit Zone is $16.525.17. The project is a Prop. C eligible activity and we have those funds in reserve. Attached for the Council's review is Resolution No. 99-3 and letter from the San Gabriel Valley COG dated December 23, 1998. RECOMMENDATION: Staff recommends that the City Council approve Resolution 99-3 and authorize an expenditure of $16,525.17 from unappropriated Prop. C funds to participate in the Foothill Transit Zone Amendment application process. COUNCIL. Conway Executive Director NTC/kb t?',.: II ;; San Gabriel Valley Council of Governments / 3871 East Cdaract Balerard,Suite 101,Pasadena,California 911073970 (626) 564-9702 FM(626)564-1116 E-Mai SGV Q sgvcog.org BILL TO: City of Rosemead 8838 Fast Valley Boulevard Rosemead, CA 91770 DATE INVOICE S 12/23/98 98-99-15 DESCRIPTION AMOUNT For Professional Fees and Services to support the application to 16,525 .17 attend the Foothill Transit Zone to includr. one-tire Transit Zane Fees TOTAL $16,525 .17 RESOLUTION NO. 99-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ENDORSING THE FORMATION OF AN EXPANDED FOOTHILL TRANSIT ZONE AND FUNDING THE CITY OF ROSEMEAD'S SHARE OF THE GUIDELINE APPLICATION PROCESS WHEREAS,the San Gabriel Valley Council of Governments has determined that after 10 years, Foothill Transit has doubled transit service and ridership in communities previously served by LACMTA with costs approximately 40%below the previous LACMTA expenditures, and WHEREAS, the San Gabriel Valley Council of Governments has determined that to address the San Gabriel Valley's current unmet intercity transit service needs and to meet projected future growth in the San Gabriel Valley, available regional intercity transit subsidies must be used more efficiently using the demonstrated success of the existing Foothill Transit Zone system as the model, and WHEREAS,the City of Rosemead, the County of Los Angeles, and the other eight cities in the western San Gabriel Valley, along with the Foothill Transit Zone Joint Powers Authority(21 cities and the County of Los Angeles) in the San Gabriel Valley desire to provide public transit service more cost- effective, and WHEREAS, the Los Angeles County Metropolitan Transportation Authority (LACMTA) adopted guidelines on February 26, 1986, related to the creation of Transportation Zones, and WHEREAS, the originally proposed San Gabriel Valley Transportation Zone included the eight cities in the western portion of the San Gabriel Valley, which were ultimately not included in the Zone, and WHEREAS, the San Gabriel Valley Council of Governments and the Foothill Transit Zone have requested an amendment to the current Zone boundary to its original Zone boundary requested in 1987 (plus the City of Montebello) including the transfer of 31 LACMTA bus routes to the expanded Foothill Transit Zone, and WHEREAS, the City of Rosemead desires to participate in the formation and administration of the expanded Foothill Transit Zone, and WHEREAS, a Notice of Intent for the expansion of the Foothill Transit Zone has been submitted to the Los Angeles County Metropolitan Transportation Authority on December 3, 1998. NOW, THEREFORE,the City Council of the City of Rosemead hereby endorses the formation of an expanded Foothill Transit Zone, agrees to approve the final amended Zone application to be submitted to the Los Angeles County Metropolitan Transportation Authority including the Operations and Financial components, agrees to participate in the expanded Foothill Transit Zone Joint Powers Authority to administer the requirements of the expanded Zone as set forth by the Los Angeles County Metropolitan Transportation Authority, and agrees to contribute $16,525 to assist in the completion of the amended Zone application.
