tenerally speaking the program consist of acquiring a State Education
.rant that would allow a school to design a Remedial Education Program
.ccompanied by a Recreation Component that would operate Monday - Friday,
rom 3 : 00 p.m. - 6: 00 p.m. , during the school year.
he School District will develop the Grant and if they succeed, will
. eceive and administer the grant funds. They will also be responsible for
.eveloping and operating the Educational aspect of the program. The City
,ill work with the school to develop recreation activities that would
compliment the Educational Aspect of the Program.
t is anticipated that we would employ one (1) part-time staff who would
e supervised by the current supervisor that oversees the existing
rograms that we operate at Muscatel.
he grant will cover all of the part-time staff salary and a portion of
he supervisor 's time.
ince the District will be the recipient of the grant we will act as a
Contractor and bill the District for the part-time staff and supervisor' s
expenses.
RECOMMENDATION:
ft is recommended that the City Council approve the City ' s participation
With the Rosemead Elementary School District in operating the recreation
portion of Afterschool Learning and Safe Neighborhood Partnership Program.

RE: AFTER SCHOOL LEARNING AND SAFE NEIGHBORHOODS PARTNERSHIP PROGRAM
Dear Mr. Burbank:
The State of California is providing 50 million dollars in grant funds to local •
partnerships (City/School) to develop after school educational/recreational programs. This
program will provide a program for Muscatel Middle School children (3:00 P.M. - 6:00 P.M.)
when crime against, and by young people are at their peak. Cities in partnership with local
schools may apply for these three year renewable grants for up to $100,000 for middle school
children.
Programs must be located on the school sites and operate at least three hours (3:00 P.M.
- 6:00 P.M.) every school day. The program must include:
1 . An educational and literacy component to provide tutoring or homework
assistance in reading, writing, math, history, social sciences and
2. An educational enrichment, recreation or prevention component which
might involve sports, arts, music, work preparation activities, teen pregnancy
and substance abuse prevention services, gang awareness activities,
conflict resolution techniques, community services and other activities.

this valuable program at our site. City representatives, school staff, students, parents and
community members can collaborate, and together create a state of the art program for our kids

Grant Application Deadline: March 15, 1999
The California Department of Education(CDE) and the CCS (Cities, Counties, and Schools)
Partnership are pleased to announce this application opportunity for participation in California's
new After School Program. This source of grant funding is available to local education agencies
(LEAs) and to cities, counties, or nonprofit organizations with the approval of their partner
LEAs. This year$50 million is available for local After School Programs to provide both an
education and literacy component and an enrichment component as safe, constructive
alternatives for students in the kindergarten through ninth grades.
This innovative program builds on the strengths,resources, and dedication of local communities.
The goals for the After School Program are to improve academic achievement and to provide a
selection of age-appropriate,youth development activities for students in elementary,middle, '
and junior high schools. Grants will be calculated based on an allocation of S5 per day per
student participating in the program. Local match (cash or in-kind) is required in an amount
equal to 50 percent of the state grant amount. The enclosed RFA provides background
information on the program, grant requirements, application instructions,technical assistance
resources, and partnership opportunities. We invite you to attend one of the eleven RFA
Information Meetings scheduled December 7-17, 1998 throughout California. Please refer to the
RFA for dates and locations.
