TRIPEPI, CITY MANAGER 4CY DATE: JANUARY 18, 1999 RE: 3101 - 3103 '/z DEL MAR AVENUE - HEARING The subject property consists of three units located in the C-3 zone. Two units are tenant-occupied and one is vacant. A "Please Letter" and a "bulky item" trash notice were mailed to the property owner on July 16, 1998. Inspection on August 17, 1998 revealed no progress. The Building Official declared the property substandard and filed a Declaration of Substandard Property with the Los Angeles County Recorder's office. A "Thirty Day" certified letter was mailed and posted on the property on September 1, 1998, requesting abatement of the substandard conditions. Inspection on September 30, 1998 revealed some minor progress, however a follow-up inspection on October 29, 1998 showed no further improvement at the property. On November 30, 1998,the building inspector spoke with one of the property owners, Lily Hsieh, by telephone. Mrs. Hsieh voiced her objections regarding the necessity for obtaining permits and complained of losing income due to the vacation of the tenants. She stated that her husband was out of the country and that he would resolve matters upon his return. Inspection on December 23, 1998 revealed that roofing and interior alterations were in progress,however no permits had been obtained. A"Stop Work Notice" was left with the workers at the site, and a copy was mailed to the property owners. On December 28, 1998, Mr. Hsieh came to City Hall and obtained the required "Repair per Rehab" permit. A Notice of Hearing was mailed and posted on the property on January 11, 1999. All interested parties have been notified. At the time of posting, the inspector noted that considerable progress had been made, however no inspections had been requested. The scope of work being done exceeded what was covered by the "Repair per Rehab" permit. The inspector left a notice regarding the necessity of additional permits. A copy was mailed to the owner.
