Homeless Planning Grant The City of Rosemead was one of the 23 cities awarded a Homeless Planning grant by the County of Los Angeles to address the issue of homelessness within Rosemead. Grant amounts ranged from $30,000 to $70,000 and were based on each City's homeless population as reported by the Los Angeles Homeless Services Authority (LAHSA). Rosemead was entitled to the minimum grant amount of $30,000, which was awarded to those cities with less than 99 homeless people. The County has since contracted with the San Gabriel Valley Council of Governments, who has retained LeSar Development Consultants, for the development of all participating cities Homeless Plan (Plan). The purpose of the Plan is to proactively set processes, based on existing and anticipated resources, and thereby improve efficiency and effectiveness of service delivery to those who are homeless while also working with the County to address regional solutions to the issue of homelessness. As part of the process,three input sessions will be taking place (City Council, staff and social service providers, and the community). Tonight's presentation by LeSar Development Consultants is to obtain the City Council's input into the development of Rosemead's Plan. RECONVENE TO REGULAR MEETING 7:00 P.M. Public Hearing on Residential/Commercial Mixed-Use Project — Design Review 16-04 City Council and the Successor Agency to the Rosemead Community Development Commission Special&Joint Meeting Agenda February 22 2018 Gerard Ngo of Waikiki Property LLC has submitted a Design Review application to construct a new residential/commercial mixed-use development at 8449 Garvey Avenue and 3014 Earle Avenue. The project would consist of 35 residential apartment units and 7,520 square feet of commercial floor area. The project site is located in a Medium Commercial with Residential/Commercial Mixed-Use Development and Design Overlays (C-3/RC-MUDO/D-O) zone. Per Rosemead Municipal Code Section 17.28.030.8.1, a precise plan of design for a residential/commercial mixed-use development shall be submitted, and approved in accordance with the requirements of [Rosemead Municipal Code] Section 17.28.020 (Design Overlay Zone). Recommendation: It is recommended that the City Council: I. Conduct a public hearing and receive public testimony; and 2. Adopt Resolution No. 2018-11, adopting the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program, and approving Design Review 16-04; or take alternative action not adopting the Mitigated Negative Declaration or denying Design Review 16-04;or take other action. City Council Meeting Minutes Recommendation: That the City Council approve the minutes from the regular meeting on December 12, 2017. C. Housing Element 2017 Annual Progress Report California Government Code § 65400 (a)(2) requires the filing of a Housing Element Annual Progress Report by April 11t of each year, for the prior calendar year, with the State Office of Planning and Research and the Department of Housing and Community Development ("HCD"). State law also requires that the annual report be presented at a public meeting before the City Council where members of the public are given an opportunity to comment on the City's progress. This agenda item meets these statutory requirements. This report summarizes the low to moderate-income residential building activity, Regional Housing Needs Allocation (RI-INA) progress, and progress of housing program implementation for the 2017 calendar year. The annual report was prepared on forms provided by HCD. using definitions adopted by HCD. Recommendation: It is recommended that the City Council receive and file the City's 2017 Housing Element Annual Progress Report. D. Walnut Grove Avenue Resurfacing Project - Award of Contract for Design Consulting On April 28. 2017, California Senate Bill I (the Road Repair and Accountability Act of 2017)was signed into law to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets road system. A percentage of this new Road Maintenance and Rehabilitation Account (RMRA) funding will be apportioned by formula to eligible cities and counties for projects that meet the RMRA requirements. On October 24,2017.the City Council adopted Resolution No.2017-57,approving funding under the RMRA for the Walnut Grove Avenue Resurfacing Project from Marshall Avenue to the northerly City limit. Staff has now completed a Request for Proposal (RFP) for the design engineering services of this project and will be recommending that the City Council enter into a contract with the lowest reasonable bidder. 4 City Council end the Successor Agency to the Rosemead Community Development Commission Special&Joint Meeting Agenda February 27.2018 Recommendation: It is recommended that the City Council authorize the City Manager to enter into a contract with EC + Associates Engineering for design engineering services of the Walnut Grove Avenue Resurfacing Project in the amount of$ 44,900. E. Ordinance No. 978 — Second Reading and Adoption On February 13, 2018, the City Council introduced Ordinance No. 978, amending title 17 of the Rosemead Municipal Code related to the adoption of the Garvey Avenue Specific Plan. Recommendation: It is recommended that the City Council approve the second reading and adoption of Ordinance No. 978. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES. STATE OF CALIFORNIA APPROVING ZONE CHANGE 14-01 AMENDING THE OFFICIAL ZONING MAP, APPROVING MUNICIPAL CODE AMENDMENT 14-02 AMENDING VARIOUS SECTIONS OF TITLE 17. AND ADDING CHAPTER 17.21 — GARVEY AVENUE SPECIFIC PLAN, ADOPTING SPECIFIC PLAN 14-01 F. Amendment to Professional Services Agreement with Global Urban Strategies, Inc. Global Urban Strategies, Inc., is proposing to continue outreach, education, and advocacy services for the City as it pertains to the 710 Coalition. The proposed amendment to the currently exhausted contract is for $30,000, for a total amended contract amount not to exceed $60,000. Recommendation: That the City Council approve an Amendment to the Professional Services Agreement with Global Urban Strategies, Inc., for $30,000, a total contract amount not to exceed $60,000, for outreach, education, and advocacy services for the City of Rosemead as it pertains to the 710 Coalition. 7. MATTERS FROM CITY MANAGER S. STAFF A. Street Sweeping Contract Extension On May 12, 2015, the City Council approved a three year agreement with Athens Services for Citywide street sweeping services. This agreement is set to expire on June 30, 2018. In accordance with this agreement, the City and Athens Services may mutually agree to extend the term of this agreement for up to two additional years. Athens Services has requested a two year extension under the current terms and conditions, with an adjustment of 2.97% for the Consumer Price Index (CPI). If approved,the new annual contract amount would be $225,000 with an expiration date of June 30. 2020. 5 City Council and the Successor Agency to the Rosemead Community lkvclopment Commission Special&Joint Meeting Agenda February 27,2018 Recommendation: It is recommended that the City Council authorized a two-year extension(July 1, 2018—June 30,2020) with Athens Services in an annual amount not to exceed$225,000, which includes a onetime 2.97%CPI increase. B. Fiscal Year 2017/18 Mid-Year Budget Review The City Council will consider adjustments to the Fiscal Year (FY) 2017/18 Adopted Budget. During the fiscal year, unforeseen financial needs and opportunities typically arise, which require Council approval of recommended adjustments to projected revenues and expenditures. At this time, there are several items that require appropriations as well as projected revenue adjustments. Recommendation: It is recommended that the City Council: 1. Receive and file the Mid-Year Budget Review and related reports; and 2. Approve Resolution No.2018-15,approving various appropriations and revise revenue estimates.
