TRIPEPI, CITY MANAGER _ :z7 DATE: APRIL 20, 19999 RE: 8226 KEIM STREET - HEARING The subject property consists of an owner-occupied single family dwelling with a tenant-occupied illegally converted rumpus room. The property is zoned R-l. On August 3, 1993, a"Stop Work Notice" was left at the property due to construction in progress without permits or approvals. On August 1, 1994, after extensive correspondence from Building Department staff and a conference with the City Prosecuting Attorney, the property owner obtained a building permit. The scope of work included the removal of a carport, legalization of a porch and storage room, and the enclosure of the patio for storage use. Inspections were conducted and numerous corrections were noted. However, the deficiencies were not corrected and the property owner called for no further inspections. The building permit has since expired. Staff is now attempting to gain compliance through the Property Rehabilitation Program. A "Please Letter" was mailed to the property owner on August 20, 1998. Inspection on September 24, 1998 revealed no progress. The Building Official declared the property substandard and filed a Declaration of Substandard Property with the Los Angeles County Recorder's office. A "Thirty Day" certified letter was mailed and posted on the property on October 12, 1998, requesting abatement of the substandard conditions. Monthly progress inspections since January, 1999 have revealed no change at the property. The owner submitted plans on March 8, 1999. The plans were denied by Planning Department on the basis of exceeding the allowable area for accessory buildings. A Notice of Hearing was mailed and posted on the property April 13, 1999. All interested parties have been notified.
