TRIPEP1, CITY MANAGER 7 DATE: MAY 18, 1999 cf RE: 8227 KEIM STREET - HEARING The subject property consists of two single family dwellings and an illegal garage conversion. The property is zoned R-I. A "Please Letter" was mailed to the property owner on August 4, 1998. Inspection on September 8, 1998 revealed no progress. The Building Official declared the property substandard and filed a Declaration of Substandard Property with the Los Angeles County Recorder's office. On September 22, 1998, a "Thirty Day" certified letter was mailed and posted on the property, requesting abatement of the substandard conditions. On October 14, 1998, the building inspector met with the owner at the property. It was verified that the garage was vacant. Ms. Gonzalez, the property owner, stated that she would go to the County to have a record search conducted, and that she would contact Planning Department regarding legalizing the garage addition for use as storage area. Inspection on November 19, 1999 showed some minor progress. Ms. Gonzalez presumably abandoned the idea of preserving the garage addition, as she obtained a "Repair per Rehab" permit on December 23, 1998. The scope of work covered by the permit included the removal of the unpermitted addition and the reconversion of the garage to its original use. Inspection on January 22, 1999 revealed that the demolition work was nearly complete. However, follow-up inspections on March I, and April I, 1999 showed no further progress. A Notice of Hearing was mailed and posted on the property on May 11, 1999. All interested parties have been notified. CITY BUILDING OFFICIALS RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions be removed and/or corrected by July I, 1999. Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement thereof by correction, if practical, or demolition of the substandard conditions. As the owner of record, you are hereby notified to comply with the requirements of the above code, and to correct or remove the substandard conditions listed. All such work shall be completed within thirty (30) days after receipt of this letter.
