A Public Hearing to consider protests from property o have failed to comply
with a request to pay their delinquent accounts.
Recommendation: Upon the close of the Public Hearing, direct staff to take the
necessary steps to place liens on those properties that have not paid by 6:00 p.m. on July
9, 1999.

A. RESOLUTION NO. 99-28 - CLAIMS AND DEMANDS
Recommendation: Adopt Resolution No. 99-28, for payment of City expenditures.
3 -1 B. RESOLUTION NO. 99-29 -ADOPTION OF THE CITY OF ROSEMEAD'S
1999-2000 APPROPRIATION LIMIT AND ANNUAL BUDGET
Recommendation: Adopt Resolution No. 99-29 approving the 1999-2000 Appropriation
Limit a nual Budget.
ORDINANCE NO. 794 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD GRANTING TO SOUTHERN CALIFORNIA WATER
COMPANY, A FRANCHISE TO LAY AND USE, FOR TRANSMITTING AND
DISTRIBUTING WATER FOR ANY AND ALL PURPOSES, PIPELINES AND
OTHER FACILITIES, IN, ALONG, ACROSS, UPON AND UNDER THE
PUBLIC STREETS, WAYS, ALLEYS AND PLACES WITHIN THE CITY OF
ROSEMEAD - ADOPT
At the June 8, 1999 City Council meeting, the ordinance was introduced and a public
hearing conducted. Pursuant to Council direction, the term of the franchise has been
reduced to ten years and will expire on May 22, 2009.
Recommendation: Adopt Ordinance No. 794.
X). ORDINANCE NO. 795 - AN ORDINANCE OF THE CITY COUNCIL OF THE
VVV CITY OF ROSEMEAD APPROVING THE SALE OF FIREWORKS - Y2K -
INTRODUCE
AB 2090, approved by the Legislature last year, allows cities the option of
allowing the sale and discharge of safe and sane fireworks during the 1999/2000
"New Years" period. Ordinance No. 795 would permit and set guidelines for the
sale of fireworks in the City of Rosemead during that period.
Recommendation: Waive further reading and introduce Ordinance No. 795
IV. CONSENT CALENDAR- RECOMMENDATION: APPROVAL
CC-A 1998-99 BUDGET AUTHORIZATION TO TRANSFER $261,500 FROM
UNAPPROPRIATED RESERVE TO ORGANIZATIONS 4100, 4150, 4180,
4310, 4650, 4700 AND 4710
A review of this year's budget indicates that some departmental accounts exceeded their
budget amounts. Although total expenditures are under budget, the City auditors are
requesting the City Council to take Minute Action to approve budget transfers from
unappropriated reserve to each department.
Recommendation: Approve the transfer of$261,500 from unappropriated reserves to
cover additional costs incurred during the current fiscal year.

CC-B APPROVE UPDATED JOINT POWERS AGREEMENT (TPA)WITH AREA
"D" AND LOS ANGLES COUNTY
The current JPA Agreement between Los Angeles County and the Area "D" cities
originated in 1958. During the 40 years since its inception, the scope and nature of
disaster management has changed greatly and the revised JPA reflects those changes. The
proposed JPA does not change the City's rights or responsibilities relative to disaster
management. The proposed JPA focuses on planning for a wide variety of disasters, the
use of SEMS (Standardized Emergency Management System) and the recognition of the
Los Angeles County Operational Area as the lead agency for disaster management.
Recommendation: Adopt the current JPA Agreement, thereby continuing the availability
of valuable resources for future planning and training activities as well as in the event of a
disaster.
CC-C AWARD OF BID FOR REPLACEMENT OF CITY VEHICLE- UNIT #1
The 1999-2000 City Budget includes funds for the replacement of Unit #1.
Recommendation: Award the bid to the low bidder, O'Donnel Chevrolet Buick in the
amount of S23,865.85 and authorize staff to purchase the extended warranty in the
amount of S1,540.00.
V. ]PLATTERS FOR DISCUSSION AND ACTION
A. DEL MAR AVENUE LEFT TURN LANE AT HELLMAN AVENUE
Businesses located on the west side of Del Mar Avenue, south of Hellman Avenue, have
expressed concern about the lack of street parking in front of their businesses. The on-
street parking was removed as a result of a reconfiguration of traffic striping on Del Mar
Avenue. All businesses were notified before the action was taken. The itme has been
placed on the agenda by the City Council for discussion purposes.
