TRIPEPI, CITY MANAGER 4 Y DATE: JUNE 15, 1999 � RE: 3053- 3053 'A DEL MAR AVENUE - HEARING The subject property consists of a vacant duplex located in the C-3 zone. A "Please Letter" and "bulky item" trash notice were mailed to the property owners on October 8, 1998. Inspection on December 1, 1998 revealed that a portion of the debris had been cleared and that the abandoned vehicles has been removed. All other defects remained. The Building Official declared the property substandard and a filed a Declaration of Substandard Property with the Los Angeles County Recorder's office. A "Fifteen Day" certified letter was mailed and posted on the property on December 8, 1998. On December 23, 1998, the building inspector noticed work in progress, although permits had not been obtained. A"Stop Work Notice"was left with the workers at the site. A copy was also mailed to the property owners, Mr. & Mrs. Hsieh. Another "bulky item" trash notice was mailed on January 13, 1999. On February 3, 1999, interior access was gained and additional defects were noted. A revised list of defects was compiled and mailed to the owners. Inspection on March I, 1999 showed that the unpermitted additions and carport had been removed, although permits had still not been obtained. A message was left for the owners. On March 2, 1998, Mr. Hsieh obtained a "Repair per Rehab" permit. Inspection on April 12, 1999 revealed substantial work in progress, including new drywall, electrical and plumbing. Numerous violations were noted and a correction notice was left with Mr. Hsieh. Follow-up inspection on May 13, 1999 revealed no further progress. To date, plumbing and electrical permits have not been obtained and the property owners have not contacted the Building Department to arrange for any further inspections. A Notice of Hearing was mailed and posted on the property June 7, 1999. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions be removed and/or corrected by August 2, 1999.
