Copenhaver, GRC REDEVELOPMENT Date: June 17, 1999 &abject Resolution No. 99-15 Establishing the Proposed Base REAL ESTATE CONSULTING Year Assessment Roll It Proposes to Use for Redevelopment Project Area No. 2; Authorizing the AFFORDABLE HOUSING Transmittal of a Map, Boundary Description, and a Statement to Taxing Officials and Agencies; and Authorizing Payment of a Filing Fee to the State Board of Equalization On April 19, 1999, the Rosemead Planning Commission designated the boundaries of the Redevelopment Project No. 2 and adopted the attached Preliminary Plan for the redevelopment of the Project Area. Upon adoption of the Preliminary Plan by the Planning Commission, the Agency is required to transmit a map of the Project Area boundaries and a legal description of those boundaries to taxing officials of Los Angeles County and to the various affected taxing districts. These materials, together with a filing fee of $2,700.00, are required to be sent to the State Board of Equalization for processing. The Agency must also establish the base year (the last equalized roll) it proposes to use for the allocation of taxes for the Project. It is from this base year that all tax increments are derived. The base year to be used for this Project will be the August 20, 1999 equalized rolls. RECOMMENDATION It is recommended that the Redevelopment Agency adopt the attached Resolution establishing the proposed base year assessment roll for Project No. 2; authorizing the transmittal of a map, boundary description, and a statement to taxing officials and agencies; and authorizing payment of a filing fee to the State Board of Equalization. 1340 VALLEY VISTA DRIVE SUITE 20 AGENCY AGENDA DIAMOND BAR,CA 91765 JU� � ly'99 7.19 091 396-7714 ITEM EM No. 3 F.(909)396-7913 E:q¢assoc@eertblink.net RESOLUTION NO. 99-15 , A RESOLUTION OF THE ROSEMEAD REDEVELOPMENT AGENCY ESTABLISHING THE PROPOSED BASE YEAR ASSESSMENT ROLL IT PROPOSES TO USE FOR REDEVELOPMENT PROJECT AREA NO. 2; AUTHORIZING THE TRANSMITTAL OF A MAP, BOUNDARY DESCRIPTION, AND A STATEMENT TO TAXING OFFICIALS AND AGENCIES; AND AUTHORIZING PAYMENT OF A FILING FEE TO THE STATE BOARD OF EQUALIZATION WHEREAS, the Planning Commission of the City of Rosemead, California (the 'Planning Commission"), has been directed by the Rosemead City Council to select the boundaries of a redevelopment Project Area from within a redevelopment Survey Area designated by the City Council and to formulate a Preliminary Plan for the redevelopment of the Project Area so selected; and WHEREAS, on April 19, 1999, the Planning Commission designated the boundaries of the Redevelopment Project Area No. 2 and adopted a Preliminary Plan for the redevelopment of said Project Area (presented in Exhibit "A" attached hereto); and WHEREAS, Section 33327 of the California Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) provides that the Rosemead Redevelopment Agency (the "Agency") shall transmit to certain taxing officials and agencies and the State Board of Equalization a map and description of the boundaries of the Project Area selected by the Planning Commission, together with a statement that a plan for the redevelopment of the area is being prepared; and WHEREAS, Section 33328 of the Community Redevelopment Law requires the Agency to advise such taxing officials and agencies of the base year assessment roll which the Agency proposes to use for the allocation of taxes pursuant to Section 33670 of the Community Redevelopment Law. NOW, THEREFORE, IT IS HEREBY RESOLVED by the Rosemead Redevelopment Agency as follows: 1. The assessment roll equalized on August 20, 1999, is the assessment roll the Agency proposes to use for the allocation of taxes to Project Area, the boundaries of which were selected by the Planning Commission. 2. The Executive Director of the Agency is hereby authorized and directed, to transmit to the taxing officials and agencies and the State Board of Equalization, in the form and manner required by law, a map and description of the proposed boundaries of the Project Area, a statement that a Plan for redevelopment of the Project Area is being prepared, and advise of the base year assessment roll which the Agency proposes to use in the Project Area for the allocation of taxes pursuant to Section 33670 of the Community Redevelopment Law. 3. The Executive Director of the Agency is hereby authorized to pay to the State Board of Equalization such fee for filing and processing said statement and map as may be required pursuant to Section 33328.4 of the Community Redevelopment Law.
