CANDIDATES STATEMENT - MARCH 2, 1999 GENERAL MUNICIPAL
ELECTION
This item was deferred at the June 22, 1999 Council meeting as a representative from Martin &
Chapman, the City's election consultant firm, could not be present. Attached is a letter received
from them dated June 22, 1999, which states that they will not be able to have anyone available
until the Council meeting of July 27, 1999, at which time Paul Marshal will be present depending
on his health.
Also attached is a list of their client cities as requested by Councilman Taylor.

Thank you for your understanding in Martin Sc Chapman Co. not being able to have a representative
at last nights council meeting. In response to the request of your City Council to have a
representative from Martin and Chapman Co- appear at a July council meeting, the only date that
will work for us i5 the Tuesday evening July 27 meeting. On July 13, Glenn and I will be at a
conference in northern California and Paul is also unavailable that night. On July 27. Glenn and I
will both be on vacation. but Paul should be available, depending nn how he .s feeling Please let
me know if this is acceptable so that we may plan accordingly.
Per your request, the following pages contain a listing of all the cities we consult for in Los Angeles
County, their election date, Who pays for the Printing of Candidate Statements, Who pays for the
Translation of Candidate Statements, and Who Provides the Translations (an M means M&C, a
blank means they are not required to have translations, and a C means the City will provide their own
translations. 30% of the cities pay for the translations, while 67% of the cities charge the candidates
• for the translations. Every election season, more and more cities change to having the city pick up
the translation Costs.
