TRIPEPI, CITY MANAGER DATE: SEPTEMBER 21, 1999 RE: 2722 DEQUINE AVENUE - HEARING The subject property consists of an owner-occupied single family dwelling with an unpermitted, tenant-occupied, garage conversion. The property is zoned R-2. A "Please Letter" was mailed to the property owner on March 10, 1999, and a "bulky item" trash notice was sent on April 5, 1999. Inspection on April 6, 1999 revealed no visible progress, although access onto the property was not gained due to dogs in the yard. The Building Official declared the property substandard and filed a Declaration of Substandard Property with the Los Angeles County Recorder's Office. On April 14, 1999, a"Thirty Day" certified letter was mailed and posted on the property, requesting abatement of the substandard conditions. The letter was returned "unclaimed" and was sent again via first class mail. Inspections were attempted on May 17, and June 17, 1999, but again, no access was gained due to the dogs. On July 13, 1999, another "bulky item" trash notice was mailed to the property owner. On July 20, 1999, an inspection was finally arranged. No progress had been made. The tenants claimed that the property had sold. St aft-ordered an updated title report. The report did not reflect any change other than the City's Declaration of Substandard Property Notice. On August 25, 1999, the inspector again visited the property The dogs were still on the premises, but no progress was visible from the public way. To date, no response has been received from the property owner, and no permits have been obtained. A Notice of Hearing was mailed and posted on the property on September 14, 1999. All interested parties have been notified.
