RESOLUTION NO. 99-17 - CLAIMS AND DEMANDS Recomm dation: Adopt Resolution No. 99-17, for payment of City expenditures. RESOLUTION NO. 99-18 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING THE 1998 AND 1999 SUPPLEMENTS TO THE 1997 EDITION OF THE STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION "GREENBOOK" The "Green Book" provides standard contract provisions for the construction of public works improvements. Annually, these provisions are updated and supplements are issued. City Council must adopt the supplements in order that the contract provisions may be enforced. Recommendation: Adopt Resolution No 99-18. CC 5-11-99 Page el C. RESOLUTION NO. 99-1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING THE LEGISLATIVE EFFORTS O ACCOMPLISH GROUNDWATER CLEAN-UP IN THE SAN GABRIEL BASIN D. RESOLUTION NO. 99-20- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING THE SAN GABRIEL BASIN DRINKING WATER INITIATIVE The San Gabriel Valley Water Association and the San Gabriel Basin Water Quality Authority have requested that the City support the San Gabriel Basin Drinking Water Initiative by approving Resolutions No. 99-19 and 99-20. The purpose of the initiative is to bring in outside funding to expedite the cleanup of the basin. Recommendation: Adopt Resolutions No. 99-19 and 99-20. E. RESOLUTION NO. 99-21- PAC BELL - A RESOLUTION OF HE CITY ( � COUNCIL OF THE CITY OF ROSEMEAD OPPOSING THE APPLICATION 7'��f BY SBC/PAC BELL TO RAISE RATES FOR "411" CALLS Resolution No. 99-21 opposes the request to the CPUC by SBC/Pac Bell for an increase in rates for "411" information service. Recommendation: Adopt Resolution No. 99-21 RESOLUTION NO. 99-22 -A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD DECLARING THE WEEK OF MAY 9-13 AS "SHERIFFS APPRECIATION WEEK" IN ROSEMEAD This Resolution will coincide with the National Peace Officers'Memorial Week. Recommen tion: Adopt Resolution No. 99-22 RESOLUTION NO. 99-23 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD DECLARING ITS INTENTION TO GRANT TO SOUTHERN CALIFORNIA WATER COMPANY A FRANCHISE TO USE OR TO LAY AND USE PIPE, CONDUITS AND APPURTENANCES FOR TRANSMITTING AND DISTRIBUTING WATER FOR ANY AND ALL PURPOSES IN, ALONG, ACROSS, UPON AND UNDER THE PUBLIC STREETS, WAYS, ALLEYS AND PLACES WITHIN THE CITY OF ROSEMEAD Southern California Water Company has applied for a renewal of their 25-year francihse for water service in some parts of the City. Recommendation: Adopt Resolution No. 99-23 setting the public hearing on the franchise renewal for June 8, 1999 and direct the City Clerk to publish Public Notice thereof ORDINANCE NO. 793 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING BY REFERENCE PURSUANT TO GOVERNMENT CODE SECTION 50022.2, THE CALIFORNIA BUILDING STANDARDS CODE (TITLE 26 LOS ANGELES COUNTY BUILDING CODE), THE CALIFORNIA ELECTRICAL CODE (TITLE 27 LOS ANGELES COUNTY ELECTRICAL CODE), THE CALIFORNIA PLUMBING CODE (TITLE 28 LOS ANGELES COUNTY PLUMBING CODE), THE CALIFORNIA MECHANICAL CODE (TITLE 29 LOS ANGELES COUNTY MECHANICAL CODE) AND ADOPTING LOCAL AMENDMENT THERETO CC:5-11-99 Page 42 Every three years the State of California Building Standards Commission adopts the current edition of the uniform construction code. Local jurisdictions are required to adopt and enforce these uniform codes within six months of state adoption. Recommendation: Introduce Ordinance No. 793 on first reading, and schedule the item for a second reading and Public Hearing at the meeting of May 25, 1999. IV. CONSENT CALENDAR- RECOMMENDATION: APPROVAL Th C9iAUTHORIZATION TO REJECT CLAIM AGAINST CITY FROM FARMERS INSURANCE COMPANY/TIE PING HUANG A City vehicle operator was involved in a collision with another motorist. Recommendation:omRejection of claim. COPp.PPRO VAL OF TRACT MAP 52629 - 3414 ECKHART AVENUE; (/ACCEPTANCE OF GRANT DEED FOR DRAINAGE EASEMENT - 8119 HELLMAN AVENUE The proposed development provides for the creation of six single family parcels on Danna Court, the construction of the south half of Danna Court, and provisions for draining the area via dedicated drainage easements. Recommendation: I. Approve Tract Map No. 52629 2. Approve Undertaking Agreement 3. Accept the Drainage Easement 4. Direct the City Clerk to arrange for recordation of Tract Map 52629 and the Storm Drain Easement Deed together with the Certification of Acceptance. C aAUTHORIZATION TO ATTEND U.S. CONFERENCE OF MAYORS 67TH ANNUAL CONFERENCE, NEW ORLEANS, LOUISIANA- JUNE 11-15, 1999 This conference includes such topics as Urban Economic Policy, Community Development and Housing, Energy and Environment, and Criminal and Social Justice. Recommendation: Approve attendance of any Councilmember, City Manager and staff designee. CC-D :B 84 (GRANLUND) - EXPENDITURE OF PUBLIC FUNDS ON ORGANIZATIONS FORMING POLITICAL ACTION COMMITTEES - OPPOSE AB 84 (Granlund)would prohibit the use of public funds to pay membership dues to an organization seeking to establish a Political Action Committee (PAC). The bill is a direct response to the League of California Cities' efforts to establish a PAC to finance a ballot initiative seeking to protect local government funds. Recommendation: Oppose AB 84 (Granlund) and authorize the Mayor to send the appropriate correspondence. CC:5-11-99 Page#3 CC-E UTHORIZATION TO AWARD BID FOR THE REPLACEMENT _COMPUTER SYSTEM This will replace the existing accounting system computer which was purchased in 1991. Recommendation: Accept bids and award contract to Hewlett-Packard in the amount of $23,270.94 CC-F, APPROVAL OF AGREMEENT WITH MCGLADREY&PULLEN FOR Y2K ^-) COMPLIANCE CONSULTING SERVICES The retention of a consultant is requested to analyze current City facilities and equipment and make recommendations for necessary modifications and changes due to the potential impact of a system failure due to the Y2K phenomenom. Recommendation: Approve the proposal and appropriate $38,750 from Appropriated Reserves. CC- PURCHASE OF CITY'S 40TH ANNIVERSARY BANNERS FOR VALLEY BOULEVARD STREET LAMPS In honor of the City's 40th Anniversary, staff is recommending that the City purchase 120 Anniversary Banners to be installed on Valley Boulevard. The City will sell the banners to local businesses, print their business name on the bottom of the banner, and return the banner to the business at the end of the year. (This item will be delivered to the Council on Monday, May 10, 1999). Recommendation: Authorize purchase of 120 Anniversary Banners. V.
