A. RESOLUTION NO. 99-47 - CLAIMS AND DEMANDS
Recom endation: Adopt Resolution No. 99-47, for payment of City expenditures.
RESOLUTION NO. 99-48 —A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD TO APPOINT SPECIFIC REPRESENTATIVES
TO THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS
The Agreement for the San Gabriel Valley Council of Governments requires that each
member city appoint a Governing Board Representative and an Alternate.
Recommendation: Authorize the appointment of Mayor Pro Tem Clark as Governing
Board Representative and Councilman Bruesch as Alternate Governing Board
Representative.

C. RESOLUTION NO. 99-49— A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD APPROVING PROGRAM SUPPLEMENT NO. 9
WITH THE STATE OF CALIFORNIA DEPARTMENT OF
TRANSPORTATION FOR THE ASPHALT CONCRETE OVERLAY OF
WALNUT GROVE AVENUE AND VALLEY BOULEVARD
This resolution provides for the City Council's approval of an agreement between the
City and the State of California Department of Transportation to allow for
Reimbursement of State-Local Transportation Partnership Funds for the resurfacing
of City streets.
Recommendation: Approve Resolution No. 99-49 and supplemental agreement;
authorize the Mayor to sign the supplemental agreement; and direct City staff to submit
the executed copy of the agreement to the State Department of Transportation.
D. RESOLUTION NO. 99-50—A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD APPROVING PROGRAM SUPPLEMENT NO. 10
WITH THE STATE OF CALIFORNIA DEPARTMENT OF
TRANSPORTATION FOR THE 1997/98 ASPHALT CONCRETE OVERLAY
PROJECT
This resolution provides for the Council's approval of an agreement between the City and
State of California Department of Transportation to allow for reimbursement of State-

E. RESOLUTION NO. 99-51 — A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD MAKING CERTAIN FINDINGS AND
DETERMINATIONS WITH RESPECT TO REDEVELOPMENT AGENCY
PAYMENT FOR ELECTRICAL PANEL CONVERSIONS ON SAN GABRIEL
BOULEVARD (GARVEY/HELLMAN)
By adopting this resolution, the Rosemead City Council finds that Redevelopment
Agency payment for the project benefits Project Area No. 1, there are no other reasonable
means of financing, and that the project will eliminate blighting conditions by allowing
for the relocation of the electrical wires from overhead to underground along the
roadways within and adjacent to the project area, thus enhancing the value of abutting
properties.
Recommendation: Approve Resolution No. 99-51.
IV. CONSENT ALENDAR- RECOMMENDATION: APPROVAL
C RECEIPT AND AWARD OF BIDS FOR THE ROSEMEAD RESIDENTIAL
REHABILITATION PROGRAM, DEFERRED LOAN—9352 RALPH STREET
Recommendation: Accept and award contract to Nick's Remodeling in an amount not
to exceed $27,000.

CC-Bi REQUEST FOR RED CURB AT 3319-3333 SAN GABRIEL BOULEVARD,
SOUTH OF HELLMAN AVENUE
Request by property owner to install red curb and NO PARKING signage in front of
3319-3333 San Gabriel Boulevard because of poor visibility due to parked vehicles along
the curb in front of the property. Field observation has identified few vehicles parked in
front of the property, providing visibility to on-coming traffic. However, there are times
when on-street parking is heavy, thereby impacting visibility.
Recommendation: Installation of"NO PARKING AT ANY TIME" signage in front of
business site.

-QUEST FROM MEXICAN AMERICAN STUDENT ORGANIZATION TO
USE THE ROSEMEAD COMMUNITY CENTER FOR A CORONATION
BALL
The San Gabriel High School Mexican American Student Organization (M.A.S.O.) has
requested the use of the Rosemead Community Center on February 26, 2000 and be
allowed to use the facility until 1:00 a.m.
Recommendation: Authorize the San Gabriel High School M.A.S.O. to use the facility
until 1:00 a.m.
CC-D AUTHORIZATION TO ATTEND 33ao ANNUAL CONTRACT CITIES
LEGISLATIVE ORIENTATION TOUR, JANUARY 10-12, 2000,
SACRAMENTO
Sessions are scheduled with Legislators, Committee Chairmen, Constitutional Officers
and Department heads.
Recommendation: Authorize attendance of any Council Members, City Manager,
City Attorney and staff designees.

AUTHORIZATION TO ATTEND NATIONAL LEAGUE OF CITIES
ANNUAL CONGRESSIONAL CONFERENCE, MARCH 10-14, 2000,
WASHINGTON, DC
Sessions include Taxing Internet Sales, Community and Economic Development,
Education, preemption, Infrastructure and the Environment.
Recommendation: Authorize attendance of any Councilmember, City Manager,
City Attorney and staff designees.
CL/REQUEST FROM THE ROSEMEAD YOUTH ASSOCIATION TO HANG
BANNER ACROSS VALLEY BOULEVARD AT WALNUT GROVE
AVENUE
A request from the Rosemead Youth Association requesting permission to hang a
BasebalUSoftball Sign-up Banner across Valley Boulevard at Walnut Grove Avenue.
The banner will be up from December 27, 1999 to January 15, 2000.
Recomm dation: Approve the request from the Rosemead Youth Association
conting t upon proof of insurance and a contract for the installation and removal of the
banne .
C -G APPROVAL OF CONCESSION STAND LICENSE AGREEMENT —
ROSEMEAD YOUTH ASSOCIATION
A request by the Rosemead Youth Association to use the concession stand at
Rosemead Park from February 1, 2000 through August 14, 2000.
Recommendation: It is recommended that the Rosemead City Council approve the
License Agreement and authorize it's execution by the Mayor.
