Attached for your consideration is information regarding the aforementioned conference. The
following Standing Committees meet at the conference: Urban Economic Policy, Community
Development and Housing, Energy and Environment, Criminal and Social Justice, Transportation
and Communications, and Arts Culture and Recreation. The City has attended this conference in
the past.
RECOMMENDATION
It is recommended that the City Council approve the attendance of any Councilmember, City
Manager and staff designee.

Dear Mayor:
The 6Th Annual Conference of Mayors will convene in New Orleans, Louisiana,
June 11-15, 1999. To assist you in your planning, we are enclosing a preliminary program
outline.
To encourage maximum participation, city officials will register in two categories: (1)
Official Delegate and (2) Official Participant.
The Official Delegate will be the Mayor of a member city of The U.S. Conference of
Mayors (or in the Mayor's absence, his/her designee). Each member city will have one Official
Delegate and one vote. Official Delegates will occupy the pre-assigned seats for all plenary and
business sessions.
The Official Participants (city officials) are welcome to attend all plenary sessions and
workshops. Only Official Participants maybe designated in advance by letter or telegram to
exercise the proxy vote in the absence of the Official Delegate.
To qualify as a voting delegate or registered participant of the Annual Conference, the
registration fee must be paid.
Member cities will be eligible for an early registration fee of$475, and non-member
cities early registration fee will be 8750, (each payable by April 9). Advance registrations of
5575 (member) and 5850 (non-member) cities will apply after April 9 (payable by May 10).
Late registration fees (May 11/On-Site) will be 8675 (member) and S950 (non-member) payable
at registration.
Spouses and minor children (under 18 years of age) are included in the registration fee.
Refunds (less a $50 service fee) will be made for cancellations received by May 10.
Cancellation notices must be received in writing and post-marked by this date. There will be no
refunds for cancellations after this date.

Conference headquarters will be located in the Fairmont Hotel where all official functions
and conferences will be.located. Additional rooms will be available at the Le Meridien Hotel
located within 2 blocks of the Fairmont Hotel.
In addition to workshops, committee meetings and plenary sessions, a program of social
events will be scheduled when appropriate throughout the Annual Conference. Children and
spouse programs have also been scheduled for the families of the Delegates and Participants.
A schedule of the spouse and children's programs will be forwarded to all registrants
prior to the meeting.

THE UNITED STATES CONFERENCE OF MAYORS
RESOLUTIONS PROCEDURE
Under procedures approved by the Executive Committee, resolutions for consideration by
the Annual Conference shall be submitted by member cities to the Conference of Mayors' office
no later than Friday, May 7, 1999.
Copies of all resolutions submitted will be mailed to the Mayor of each member city at
least two weeks prior to the convening of the Annual Conference.
Conference standing committees will meet to review resolutions on Saturday,
June 12, 1999.
The Conference of Mayors membership will debate and vote on the resolutions, Monday
morning, June 14, 1999.
RESOLUTIONS PROCESS
Adopted by the Executive Committee

Policy adopted by the Annual Conference of Mayors shall remain in force until it is
repealed, modified or replaced; therefore, it is unnecessary for an Annual Conference to repeat
policy previously adopted.
Introduction of Resolutions
A. Submission
1. Only member Mayors of The United States Conference of Mayors may
submit resolutions for consideration at the Annual Meeting.
2. All resolutions from individual members must be submitted by the deadline
date for submission.
3. If a member Mayor fails to submit a resolution in a timely fashion, that
Mayor must secure the sponsorship of a member of the Standing
Committee of appropriate jurisdiction in order to have that resolution
considered, and consideration requires a 2/3 vote of the body before the
resolution is sought to be heard.
II. Standing Committee Process
A. Consideration
I. The Standing Committees shall consider all resolutions referred to them for
action and, in addition, any new resolutions proposed by members of the
Standing Committee. Consideration of new resolutions by Standing
Committee members shall require a 2/3 vote of those members present and
voting. However, passage of any new resolution by the Standing
Committee shall give it the status of a resolution filed in a timely fashion.
2. The Chairmen of Standing Committees shall have the authority not to
consider resolutions which reflect existing policy of The United States
Conference of Mayors. If the sponsor of such a resolution wishes further
consideration, it shall require a 2/3 vote of the Standing Committee, or
floor action.
B. Committee Reports
1. Each Standing Committee is urged to report out not more than 10
resolutions, reflecting that Committee's assessment of the priority items in
the subject area.
2. The Committee Report will reflect only those resolutions recommended for
adoption. Any resolution which a Standing Committee has chosen not to
adopt shall be treated as a new resolution and require a 2/3 vote for
consideration at the next subsequent stage of the policy adoption process.
3. All resolutions recommended for adoption by the Standing Committee shall
be treated as resolutions submitted in a timely fashion.
III. Action Before Full Membership
A. Consideration
1. The full membership shall consider all resolutions contained in the reports
of the Standing Committees and, in addition, any new resolution proposed
by any member Mayor. Consideration of new resolutions by the full
membership shall require a 2/3 vote of those members present and voting.
2. The reports of the Standing Committees shall be presented to the full
membership for adoption by Standing Committee jurisdiction. Any
member of The United States Conference of Mayors may set aside a
resolution for special consideration.
3. At the close of the reports of the Standing Committees, the Presiding
Officer may entertain resolutions relating to privileged matters.
Resolutions relating to privileged matters shall be considered at the
discretion of the Presiding Officer. Privileged matters relate to recognition
of special services, statements of appreciation, special commendations, or
emergency measures.
