Copenhaver, GRC DATE: August 6, 1998 RE: Discussion of Survey Area —Project Area 2 Attached, please find a notebook containing photos and maps of certain properties that we are asking the Agency Board to review and to determine if the properties should be included within the boundaries of the Survey Area. As the Board may be aware, a survey area defines the boundaries of the properties to be studied for possible inclusion within a redevelopment project area and it is the first step in the plan adoption process. All properties located within survey area boundaries need not be included in the final redevelopment project area and, in fact, properties may be removed from a proposed redevelopment project area up until the project area is adopted. The purpose of this review is to eliminate any properties that may be of concern due to their land use and which the Board believes should not be included in the list of properties studied for inclusion in a project area. The City Council will ultimately be asked to adopt a resolution establishing the Survey Area. The majority of the properties that we are seeking direction on consist of mixed-use properties that have commercial and converted residential buildings or commercial and residential buildings located on the same parcel. The notebook provides detailed parcel maps showing the location and configuration of each parcel keyed to photographs of each property on the opposing page_ Technically, each of the properties qualifies under current law for inclusion within a proiect area either clue the condition of the property itself or on the basis that it is necessary to include the properties for effective redevelopment. The Board expressed a general desire to exclude residential properties and may or may not wish to include the properties identified herein within this policy. REConrnENDATION itis recommended that after reviewing the attached information, the Rosemead Redevelopment Agency provide direction to staff as to the configuration of the Survey Area Map.
