RE: PURCHASE OF REPLACEMENT GRAFFITI REMOVAL VEHICLES
On September 14. 1998, staff opened bids for two (2) vehicles to be used by the City.s graffiti
removal crew. The City accepted bids for one Ford F-350 stakebed truck and a Ford F-150 standard
bed pickup. The vehicles are intended to replace two graffiti removal trucks that have been in use
since 1993. The Council originally approved funding for the vehicles in the FY 1998/99 City
Budget.
The bid specifications for the for the aforementioned F350 and F]50 pickup trucks included a'trade-
in allowance for the existing vehicles. as well as a Ford Motor Company Extra Service Protection
(ESP) extended warranty package. The results of the bid opening were as follows:

Please note that the original bid from Colley Motors incorrectly included a vehicle license fee in the
total submitted. However, since the City of Rosemead is not required to pay those fees, a total of
$1.097.00 was subtracted from the original bid total. The figure was provided by Colley Ford's Fleet
Manager, Donna Wong. That reduction, however, does not change the result of the bid opening. Ed
Butts Ford was the low bidder with a net total bid of$29,041.36 for both vehicles. Staff has attached
a copy of the bid specifications and the bids from Colley Ford and Ed Butts Ford. Both dealerships
have the vehicles available for immediate delivery.
RECOMMENDATION:
It is recommended that the City Council award bid for the two (2) replacement graffiti removal
vehicles to Ed Butts Ford.

GENERAL INFORMATION
The City of Rosemead is currently seeking bids for two vehicles - one (1) 1998 Ford F350 pick up
and one (1) 1998 Ford F150 pick up. Please see the attached sheets for the required vehicle options.
All bid prices must be effective for at least thirty (30) days. Please refer any questions and requests
for information to Jeff Stewart,Administrative Services Director, at (626) 288-6671. The deadline
for submitting bids is Monday, September 14, 1998 at 11:00 a.m.
TRADE IN ALLOWANCE
The City of Rosemead currently owns a 1993 Ford Ranger-`Stakebed" with approximately 61.000
miles and a 1994 Ford FI50 with approximately 38500 miles. Please include a "trade in" value for
each vehicle and deduct that value from the "Bid Price" for the new vehicles. The price of 1998
F350 and 1998 F150, minus the trade in values of the 1993 Ranger and the 1994 FI50, should be
stated below as the"Net Bid Price." The Net Bid Price shall include any fees. taxes or destination
charges included by the dealership. Prospective bidders are encouraged to schedule a time to inspect
the city-owned vehicles included in the "trade in. '
EXTENDED WARRANTY
The City of Rosemead seeks to purchase a Ford ESP Fleet Base Care extended warranty for each
vehicle. Please include the price of the extended care warranty in the appropriate line item.
DELIVERY
Prior to delivery,the vehicles shall be completely inspected and serviced by the delivering dealership
and/or the manufacturers pre-delivery service center. A copy of the manufacturer's pre-delivery
check list shall be completed for each vehicle, signed by a representative of the organization
performing the inspection and delivered with the vehicle. In addition, the successful bidder shall
include with the vehicle the line set ticket or"window sticker' showing all options installed. The
vehicle shall also contain a full tank of gas when delivered.
