TRIPEPI, CITY MANAGER DATE: V� OCTOBER 20, 1998 RE: APPROVAL OF ENGINEERING PROPOSAL FOR THE 1998 SPEED ZONE SURVEY IN ACCORDANCE WITH CALIFORNIA VEHICLE CODE SECTION 40802 Attached for your consideration is an engineering proposal from Willdan Associates to provide a City-wide engineering and traffic speed zone survey. The City's current speed zone survey will expire in December, 1998. This survey is required for radar enforcement of speed zones in accordance with California Vehicle Code Section 40802. The survey will include 42 street segments in the City, excluding Rosemead Boulevard, which was recently surveyed by the State of California. The sections of De Adalena Street that Council requested be surveyed during the Budget Study Session are included as well. Due to the current construction on Valley Boulevard, the engineering and traffic surveys for Valley Boulevard will be delayed until construction is complete. Mission Drive will also be delayed since it is being used as an alternate route during the Valley Boulevard construction. These two roadways will be included as an addendum to this report. The addendum will include a letter summarizing the findings of the engineering and traffic survey and the survey sheets for Valley Boulevard and Mission Drive. Valley Boulevard Rosemead, CA 91770 Subject: City-Wide Speed Zone Survey Dear Mr. Tripepi: The current City-Wide Engineering and Traffic Survey for the City of Rosemead will expire in December 1998. This survey is required for radar enforcement of speed zones in accordance with California Vehicle Code Section 40802. Funds were provided in the 1998- 1999 budget for a new engineering and traffic survey for 42 street segments in the City. The survey will exclude Rosemead Boulevard, which was recently surveyed by the State of California. Due to the current construction on Valley Boulevard, the engineering and traffic surveys for Valley Boulevard will be delayed until construction is complete. Mission Drive will also be delayed since it is being used as an alternate route during the Valley Boulevard construction. These two roadways will be included as an addendum to this report. The following engineering services will be included in the City-Wide Engineering and Traffic in conformance with the California Vehicle Code provisions: • Twenty-four hour directional machine traffic volume counts will be conducted to obtain current daily traffic volumes on 42 street segments. These traffic volume counts will be made on a typical weekday. This count information will also provide a data base, which can be used in future traffic studies and surveys. • Field radar speed data consisting of either a sample size of 100 vehicles or for a total of 2 hours of measurements on each of 42 street segments will be gathered. These measurements will include observation of at least 50 vehicles in each direction. Our field tally sheets will include engineering calculations of the average speed, 85th percentile speed, the 10-mile pace speed, and percent in pace. • Preliminary survey sheets will then be developed for each street segment. Volumes and speed data, as well as other pertinent engineering information, will be summarized on these sheets. Information from the speed survey conducted in 1993 will be updated to reflect the current conditions. 12900 CROSSROADS PARKWAY SOUTH•SUITE 200• INDUSTRY, CALIFORNIA 91746-3499•(562)908-6200•FAX(562)695-2120 October 20, 1998 Page 2 • Speed measurements will be analyzed and a visual inspection and assessment of each street segment will be conducted to determine conditions that are not readily apparent to motorists. Additionally, for each street segment, accident records will be reviewed and summarized for the most recent 3-year period. Accident rates for each segment will be calculated, summarized on the survey sheets, and compared with anticipated accident rates developed by the Los Angeles County Department of Public Works. These data will be used to develop preliminary speed zoning recommendations that reflect actual conditions on each street segment. • Five draft copies of the engineering and traffic survey report will then be prepared and delivered to the City for consideration. The report will document the methodology and procedures used for the survey and will include a summary of recommended speed limits, as well as the survey sheets for each roadway segment. Following review by the City staff and upon receipt of a complete and consolidated set of written comments, 15 bound copies of the final report will be delivered to the City within 10-working days for City Council approval. Willdan Associates will complete the work as outlined above, including submittal of the draft copies of the report to the City within 6 weeks of receiving your approval to proceed with this work.
