CITY MANAGER DATE: OCTOBER 19, 1998 RE: REQUEST FOR COST-OF-LIVING ADJUSTMENT - LAIDLAW TRANSIT SERVICES Attached for the Council's review is a letter from the City's Transit Services contractor, Laidlaw Transit Services, requesting a cost-of-living adjustment totaling 3.1%. Laidlaw began providing transit services in Rosemead in July 1996. Since then, the company has not requested an annual rate adjustment as provided by its current agreement with the City. Accordingly, the company is requesting a cost-of-living to cover that period. In short, Laidlaw is requesting a 1.3% increase for 1997 and a 1.8%increase for 1998, totaling 3.1%. The current agreement with Laidlaw states that the contractor: ...may request an annual cost-of-living adjustment in accordance with the most current Consumer Price Index (CPU) figures on the yearly anniversary date of the Agreement between the City of Rosemead and the Contractor,provided that in no event shall annual cost-of-living adjustment exceed five (5) percent. Copies of the June 1997 and June 1998 Consumer Price Index (CPI) reports have been attached for the Council's review. The request for a cost-of-living adjustment is in conformance with the Agreement approved originally in 1996. RECOMMENDATION: 1 It is recommended that the City Council approve a 3.1% cost-of-living adjustment for Laidlaw Transit Services, Inc., effective October 1, 1998. It has recently come to my attention that we have not requested a rate adjustment since the start of the contract in July, 1996. In keeping with the intent of Section 16 of the contract, Laidlaw is requesting an adjustment to our rates to offset operational cost increases that have and will occur. We request the adjustment be effective October 1, 1998. The following is the CR amounts for these time periods: July, 1996 157.6 September, 1998 162.6 Based on the information,the CPI increase Is 3.1%.
