SUBJECT: RESOLUTION NO. 2018-18 - APPROVING THE WALNUT GROVE
AVENUE COLORED CONCRETE CROSS WALK INSTALLATION
PROJECT FUNDED BY THE ROAD REPAIR AND ACCOUNTABILITY
ACT
SUMMARY
On April 28, 2017, California Senate Bill 1 (the Road Repair and Accountability Act of 2017)
was signed into law to address basic road maintenance, rehabilitation, and critical safety needs
on both the state highway and local streets road system. A percentage of this new Road
Maintenance and Rehabilitation Account (RMRA) funding will be apportioned by formula to
eligible cities and counties for projects that meet the RMRA requirements. Prior to receiving an
allotment of RMRA funds from the State Controller each fiscal year, the City must submit to the
California Transportation Commission a list of projects proposed to be funded with these funds.
DISCUSSION
SB 1 established the RMRA to address deferred maintenance on the state highway and local
street road systems. This bill provides funding for projects that include, but are not limited to,
the following:
• Road Maintenance and Rehabilitation
• Safety Projects
• Railroad Grade Separation
• Traffic Control Devices
Beginning November 1, 2017, the Controller will deposit various portions of this new funding
into the newly created RMRA. A percentage of this new RMRA funding will be apportioned by
formula to eligible cities and counties pursuant to Streets and Highways Code (SHC) Section
2032 (h) for basic maintenance, rehabilitation and critical safety projects on the local streets and
roads system.

The City is expected to receive an apportionment of RMRA funds in the amount of$313,600 in
FY 2017-18 and $913,000 in FY 2018-19, for a total of $1,226,600. Out of the $1,226,600
RMRA funds, the City Council has already approved $1,100,000 towards the Walnut Grove
Avenue Resurfacing Project, which was done on October 24, 2017, by Resolution No. 2017-57.
This CIP project will be carried over into FY 2018-19. There is still a remaining balance of
$126,600 RMRA funds that needs to be allocated by the City Council. Staff is requesting that
this balance be allocated for the Walnut Grove Avenue Colored Concrete Crosswalk Installation
Project. This project will install colored crosswalks along Walnut Grove Avenue at the
intersections of Mission Drive. Valley Boulevard, and Marshall Avenue.
STAFF RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 2018-18, approving the use of
RMRA funds for the following two projects:
1. Walnut Grove Avenue Resurfacing Project in the amount of$1,100,000.
2. Walnut Grove Avenue Colored Concrete Crosswalk Installation Project from Marshall
Avenue to Northerly City Limit in the amount of$126,600.
FISCAL IMPACT
Allocation of$1,226,600 in RMRA funds to be used to fund the two CIP projects listed above.
STRATEGIC PLAN IMPACT
Engineering Strategy 3: Continue efforts to enhance the condition and general appearance of the
City's public infrastructure and the public right-of-way.
ENVIRONMENTAL REVIEW
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.
LEGAL REVIEW
Resolution No. 2018-18 has been reviewed and approved by the City Attorney.

RESOLUTION NO. 2018-18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA,APPROVING THE LIST OF PROJECTS TO
BE FUNDED BY SENATE BILL I, THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor
in April 2017; and,
WHEREAS, SB I includes accountability and transparency provisions that will ensure the
residents of our City are aware of the projects proposed for funding in our community and which
projects have been completed each fiscal year; and
WHEREAS, the City must include a list of all projects proposed to receive funding from
the Road Maintenance and Rehabilitation Account (RMRA), created by SB I. approved by the
City Council, which includes description and location of each proposed project, a proposed
schedule for the project's completion, and the estimated useful life of the improvement; and,
WHEREAS, the City will receive an estimated $318,500 in FY 2017-18 and $948,700 in
FY 2018-19 from RMRA funding from SB 1; and,
WHEREAS, the funding from SB I will help the City maintain and rehabilitate
streets/roads and add active transportation infrastructure throughout the City this year and many
similar projects into the future;and.
WHEREAS, the City reviewed the Pavement Management System and indicates that the
City's streets are in good conditions, and this revenue will help us to increase the overall quality of
our road system and over the next decade will bring our streets and roads into a "excellent"
conditions; and,
WHEREAS, without revenue from SB 1. the City would have otherwise been delaying
projects throughout the community; and,
WHEREAS, if the legislature and Governor failed to act, City streets and county roads
would have continued to deteriorate, having many and varied negative impacts on our community;
and,
WHEREAS, cities and counties own and operate more than 81 percent of the streets and
roads in California, and from the moment we open our front door to drive to work, bike to school,
or walk to the bus station, people are dependent upon a safe, reliable local transportation network;
and,
WHEREAS, modernizing the local street and road system provides well- paying
construction jobs and boosts local economies; and,
WHEREAS, police, fire, and emergency vehicles all need safe reliable roads to react
quickly to emergency calls and few minutes of delay can be a matter of life and death; and,
WHEREAS, maintaining and preserving the local street and road system in good
condition will reduce drive times and traffic congestion, improve bicycle safety. and make the
pedestrian experience safer and more appealing, which leads to reduce gas emissions helping the
State achieve its air quality and greenhouse gas emissions reductions goals; and,
WHEREAS, restoring roads before they fail also reduces construction time, which results
in less air pollution from heavy equipment and less water pollution from site run-off; and,
WHEREAS, the SB 1 project list is an overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting-edge technology, material and practices, will have significant
positive co-benefits statewide.
NOW, THEREFORE, the City Council of the City of Rosemead does hereby resolve,
declare, determine, and order as follows:
SECTION 1. The City Council approves the Walnut Grove Avenue Resurfacing Project
and the Walnut Grove Avenue Colored Concrete Crosswalk Installation Project, which will be
funded with RMRA revenues.
SECTION 2. The Acting City Clerk shall certify to the adoption of this resolution and
hereafter the same shall be in full force and effect.
