CC - Agenda AGENDA REGULAR MEETING ROSEMEAD CITY COUNCIL CITY HALL COUNCIL CHAMBERS ROSEMEAD, CALIFORNIA NOVEMBER 10, 1998, AT 8:00 P.M. CALL MEETING TO ORDER: 8:00 P.M. PLEDGE TO THE FLAG: COUNCILMAN IMPERIAL INVOCATION: COUNCILMAN TAYLOR ROLL CALL OF OFFICERS: COUNCILMEMBERS CLARK, IMPERIAL, TAYLOR, MAYOR PRO TEM VASQUEZ, AND MAYOR BRUESCH APPROVAL OF MINUTES: OCTOBER 27, 1998 -REGULAR MEETING OF INTEREST TO CITIZENS WISHING TO PARTICIPATE 1) Those wishing to speak on any Agenda Item, including public hearings, should have their Speaker Request Form submitted no later than the time immediately following Oral Communications. 2) Immediately after approval of the minutes and again at the end of the meeting, there is a period of time set aside for those persons wishing to address the Council on matters not listed on the Agenda entitled: ORAL COMMUNICATIONS FROM THE AUDIENCE (please complete the Speaker Request Form stating your preference to speak either at the beginning or at the end of the meeting). RESOLUTION NO. 98-50 - CLAIMS AND DEMANDS Recommendation: Adopt Resolution No. 98-50, for payment of City expenditures. IV. CONSENT CALENDAR- RECOMMENDATION: APPROVAL CC-A AWARD OF BID FOR GARVEY PARK CLUBHOUSE AND SHERIFFS SUBSTATION Bids were opened on September 9, 1998, and reviewed by the Director of Parks and Recreation who recommends that the Council award the contract to the lowest responsible bidder, Ocean State Development (O.S.D) in the amount of$388,000 to revamp the Garvey Park Clubhouse and construct the Sheriffs Substation. Recommendation: Award project to low bidder, Ocean State Development for $388,000. CC-B AUTHORIZATION FOR THE CITY CLERK TO ATTEND THE 1998 CALIFORNIA ASSOCIATION OF CLERKS AND ELECTED OFFICIALS ANNUAL NEW LAW WORKSHOP AND SEMINARS - DECEMBER 9-11, 1998 - SACRAMENTO This informative workshop will include such topics as review of new election laws, public records act, and "On the Fast Track for 2000". Recommendation: Approve the City Clerk's attendance. CC-C AUTHORIZATION TO ATTEND ANNIVERSARY CEREMONIES IN ZAPOPAN, MEXICO - DECEMBER 5-8, 1998 The Zapapan Sister City Committee has invited a delegation from our City to visit Zapopan, Mexico during their 457th Anniversary Ceremony. The Council has previously authorized visits to Zapopan as part of the cultural and educational exchange program with our Sister City. Recommendation: Authorize the attendance of any member of the Council and staff as designated by the City Manager. CC-D AUTHORIZATION TO ATTEND 32nd ANNUAL CALIFORNIA CONTRACT CITIES SACRAMENTO LEGISLATIVE TOUR - JANUARY 12 & 13, 1999. Staff is requesting authorization to register any Councilmember and staff for this legislative conference. It will provide the City with the opportunity to meet newly elected legislators and officials. Recommendation: Authorize the attendance of any Councilmember, City Manager and staff as designated by the City Manager. V. MATTERS FOR DISCUSSION AND ACTION VI. STATUS REPORTS A. STATUS REPORT ON CITY GRAFFITI REMOVAL ACTIVITIES Pursuant to citizen concerns stated at the October 27, 1998 regularly scheduled meeting, the City Council requested staff to provide a status report on the City of Rosemead's graffiti removal activities. The status report includes an explanation of the City's graffiti removal program and summary of current activities dating from October 13, 1998 through November 4, 1998.
